The village water tower could be the focus of the community.
The Livingston water tower could be a centerpiece for the community with some enlightened graphics - perhaps an enhanced version of 'WITH THE GOOD EARTH ALL AROUND". A design contest and fund-raising event might be a good beginning...wh
