VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING
MONDAY, FEBRUARY 1, 2010
Meeting called to order at 6:00 PM.
Clerk Johnson took roll call Tom Brown Yes, Ron Haas Yes, Rosie Gluege Yes, Bill Straka Yes, Deb France Yes, Tim Loeffelholz Yes and Eric Johannesen Yes. Also present were Clerk Johnson, Joe Kitelinger and Ric Riniker.
Clerk Johnson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 1/29/10.
Michael Olsen was here to answer questions in regards to the water tower maintains proposal that he had Joe hand out at January’s board meeting.
Mike explained that he does not do the paper work for the 5 year inspection form that the DNR requires. Joe said that he has spoken to some of the references that the company Mike works for and wanted mike to explain why one municipality said that the company did not start the project when they were supposed to. Mike said that it all depends on the weather and that the company tries to stay very close to the start date as possible. The reference also stated the quality of work that Mikes company does was excellent. Joe also wanted to know if his company provided the Pressure Release valves. Mike said that they do. Joe also wanted to know about the satellite that is located on the tower. Mike said that the village would have to get a hole of the provider to have them relocate it. Tom wanted to know where the company was located out of. Mike said that the main office was in Georgia and that mikes office was in Watertown. Tim wanted to know how long it would take to do the exterior power wash take. Mike said about 2 to 4 weeks, the interior would take 4 weeks and mike said that no matter how bad the tower was the fee was locked in and that it would not change. Mike also said that as long as the village is in a contract with his company that they warranty the tower. Mike said that his is available by phone anytime of the day or night if there was any problems.
Eric Johannesen made a motion to approve the January 4, 10 minutes. Tim Loeffelholz seconded the motion. All I. Motion carried.
Ron Haas made a motion to approve the January Treasurer Reports Deb France seconded the motion. Tom Brown Yes, Ron Haas Yes, Rosie Gluege Yes, Bill Straka Yes, Deb France Yes, Tim Loeffelholz Yes, Eric Johannesen Yes. Motion carried.
Tim Loeffelholz made a motion to approve the January bills from General; JI Construction in the amount of $1500.00 for snow removal, Delta 3 in the amount of $669.00 for grant writing and Grant Co. Economic in the amount of $1120.00.Water; Delta 3 in the amount of $2373.00 for DNR permit approval Sewer; Commissioners Of Public Land in the amount of $37910.61 for the sewer plant. Ron Haas seconded the
motion. Tom Brown Yes, Ron Haas Yes, Rosie Gluege Yes, Bill Straka Yes, Deb France Yes and Tim Loeffelholz Yes Eric Johannesen Yes. Motion carried.

Business as usual. He has not heard any news about the new Co-Op.

Clerks Report
She stated that the tax receipting has gone well and that the January settlement was done. She also stated that the computer has been running slow and should get more memory. The board stated that we should just get a different computer. Eric is to research this and get back to the board. Jay from Johnson and Block will be here in March for the PSC Audit. Dawn Will be out and in the office the around the 8th to settle with the counties for taxes and to return the election items.
Bart From Delta Was here and discussed the fact that we need those papers from Chuck Jones. Bart will call him again. Bart also told the board that we could apply for the Safe Drinking Water Loan again. Wants the board to let him know if they want to try that again. If all goes well the Village can bid out the water tower project in June and start construction with in 30 after that.
Library Report
Betty asked for new nominations for library board. Tim Loeffelholz made a motion to nominate Deb France. Rosie seconded the motion. All I. Motion Carried. The library got chosen to be a census drop site that will be from March thru April. The Library will no longer run the Halloween party but that they would help. Betty is preparing the Annual report for the library. Betty has subscribed to the Wisconsin State Journal on a trial basis for the months of March, April and May.

Old Business
Tim Loeffelholz made a motion to table item b & c until street is done to the board’s satisfaction. Eric Johannesen seconded the motion. All I. Motion carried. Ron Haas Abstained.
New Business
Tim Loeffelholz made a motion to approve Clerk Johnson to take money out of the LGIP. Eric Johannesen seconded the motion. All I. Motion Carried. Ron Haas Abstained.
Maintenance Report
Electric com took the siren and is working on it so it only goes off once. Joe also stated that there are several streets that need seal coating and crack fill. He wants to know how much of the $25000.00 should be spent on each of them. The Board said that $15000.00 to $20000 can be spent on seal Coating and that $3000.00 can be spent on crack filling.
Ron Haas made a motion to go into closed session. Deb France seconded the motion. All I. Motion carried.
Clerk was not provided the information as to when the board came out of closed session or as to what time the board ended the meeting or any motions.
Next meeting will be on March 1.
