VILLAGE OF LIVINGTON
REGULAR BOARD MEETING
TUESDAY, SEPT. 8TH, 2009
Meeting called to order at 7:00 pm.
Clerk Johnson was absent. Trustee Deb France took roll call. Tom Brown, Yes: Rosie
Gluege, Yes; Deb France, Yes; Tim Loeffelholz, Yes. Absent were Bill Straka and Ron
Haas. Eric Johannesen and Steve Jones came later. Also present was Public Works
Director Joe Kitelinger.
President Brown verified the agenda was posted at the Village Post Office, Village
Message Board and Village Office.
Rosie Gluege made the motion to approve minutes from August 3. Deb France second
the motion. All in favor. I. Motion carried.
Tim Loeffelholz made the motion to approve minutes from Zoning Board of Appeals.
Deb France second the motion. All in favor. I. Motion carried.
Tim Loeffelholz made the motion to approve minutes from Planning and Zoning. Tom
Brown second the motion. All in favor. I. Motion carried.
Tim Loeffelholz made the motion to approve August Treasury Report. Deb France
second the motion. Tom Brown, Yes; Rosie Gluege, Yes; Tim Loeffelholz, Yes.
Motion carried.
Tim Loeffelholz made the motion to approve the Sept. Bills. Rosie Gluege second the
motion. All in favor. I. Motion carried. Joe Kitelinger informed the board of a late bill
from Ritchie Motors in Cobb for $336.74 for tractor repairs. Will include Ritchie Motors
bill for September payment.
Discussion in regards to LGIP Statement and the minimal percentage of interest being
accrued. Will have Clerk Johnson consult with accountant to explore our options on a
better percentage rate and present to board at next board meeting.
Zoning Report
Ric Riniker – no show
Police Report
Barking dogs continue to be an issue. Steve was given a list of animal complaints.
Minors riding dirt bikes on County E has been reported. Steve has made contact with
the parents and is monitoring the situation.
Bart from Delta 3 Engineering was present to ask for a motion from the board to apply to
the Wisconsin Department of Commerce CDBG-PF Program for a $300,000 grant. Tim
Loeffelholz made the motion to apply for grant. Rosie Gluege second motion.

Bart also asked the board if they wanted him to proceed with the land acquisition for the
well project. Board agreed. Will request Bids for sewer line to be put in.
Special meeting will be held with all board members present and Bart from Delta 3, to
work up the numbers for increased water/sewer rates, which is required by the Public
Service Commission. Bart will contact Clerk Johnson to set up meeting by the end of
September.
Citizens concerns
Park bathrooms continue to be vandalized. Locks have been destroyed. Board is
considering calling Grant Co. Sheriff for assistance. Curfew will be enforced for anyone
16 years of age and under out past 10pm at night. Fines will be given if curfew is
violated. Board will continue to monitor situation.
Curtis Whitaker contacted the board that the township is in dyer need of a new fire truck.
New chassis was purchased from Indiana. Monroe Truck and Equipment will change
over the truck with new lights and paint. Cost to village is approx. 40% of the total price.
New Business
Eric made the motion to approve Clerk Johnson to take money out of the LGIP. Tim
Loeffelholz second the motion. All in favor. I. Motion carried.
Wage and Personnel committee will meet with employees to discuss contract issues
before the budget meeting.
Clerk Johnson is out of the office on Sept.9, 2009.
Deb France made the motion to approve to have First Dollar Tax Credit to be put in bank.
Rosie Gluege second the motion. All in favor. I. Motion carried.
Betty Schambow gave library report. Betty presented a tax-exempt report to the board.
Clerk Johnson will be made aware of letter that needs to be sent in order for the village
to receive this tax exemption. Library Board has decided to continue using Charter Cable
for their Internet service. Computer use at the library continues to grow among adult
residents. 4100 books have so far been checked out of the library.
Maintenance Report
Joe Kitelinger reported that the siren on the south end of town is now up and functioning.
Board approved to reinstate the noon whistle. New playground equipment has been
installed at Memorial park. Rick Slack has a new concern in regards to the recent
dredging he previously asked the village to do. It is now causing pools of storm water
to collect. DNR has been contacted due to the natural water way and natural cattails
that are protected.
Continued problem with existing water meters. Work around for now is to have Joe
manually write down meter readings. Problem with houses being sold in village and last
water bill not being paid, possibly abstract office not contacting Clerk Johnson. Board
will look into the matter.
In October, the board will add any past due water and misc. (lawn mowing, fines)
expenses to tax bills.
