VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
January 12, 2021
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 6:54pm by President Tom Brown.
Roll call taken; Linda Friesen-present, Jason Potter-present, Tim Loeffelholz- present, Chris Roth-present, Deb France-present, Tom Brown-present and Curtis Vacha-present. Also in attendance: Dale Kirch, Deputy Blake Bender, Gary Stuckey and Christina Christianson.
Motion by Loeffelholz to approve January agenda. France seconded. All in favor. Motion passed.
Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 1/7/2021.
Motion by Roth to approve minutes from December 8, 2020. Friesen seconded (Brown Abstained). All in favor. Motion passed.
Police Report
The new deputy Blake Bender, who has replaced Deputy Steve Jeardeau, introduced himself and answered any questions or concerns of the board.
Engineering Report-Delta 3 Engineering
The board discussed the liquidated damages for Barber/Grove Street project.
Motion by Potter to have liquidated damages for Temperly Excavating be in the amount of $5000.00. Vacha seconded. Roll call vote with all in favor. Motion passed.
New Business
Dale Kirch discussed with the board his water concerns and issues. Dale has very recently replaced his water softener and line filter with a top of the line models. He asked the village to pay for half of the cost or at least a portion as he feels he shouldn’t have had to do this. The board tabled this until next month to see how his water will be in a month or two and he is to let Gary or the board know so it can be on the agenda to discuss further since it is too early to tell if the old water softener was the cause of stained water coming into the home through faucets, etc…
Motion by Friesen to approve $250.00 payment to Muellers for the use of their burning pit. Roth seconded. All in favor. Motion passed.
Treasurers Report-Christina Christianson
Motion by France to approve December Treasurer’s report. Loeffelholz seconded. All in favor. Motion passed.
Motion by Brown to approve paying of the following bills: JI Construction in the amount of $2450.00 to be paid out of the general account. Potter seconded. Roll call vote with all in favor. Motion passed.
Motion by Potter to approve Clerk to transfer funds within the Village accounts through the LGIP and Community First Bank. Friesen seconded. All in favor. Motion passed.
Clerk Report-Christina Christianson
Christina informed the board that there will be a primary on February 16, 2021 with State School Superintendent being the only thing on the ballot.
President’s Report
Tom informed the board that the village will need to lay off Clem again this winter as there isn’t enough work to keep him busy.
Maintenance Report- Gary Stuckey
Gary gave the board an update on what has happened this last month. The DNR reporting has been completed for the last year. We will need to pay for 89 pounds of phosphorus at $52.02 a pound totaling $4,629.78 due in March, which is significantly less than in 2019 which was $10,612.08. This is mainly due to our flow totals being a lot lower.
Gary has started looking into updating our sewer use ordinance as they are in dire need of updating.
Christmas decorations will be coming down and the old banners will not be put back up. Deb and Christina will work on getting new ones.
No motion to go into closed session.
Motion by Friesen to adjourn at 7:38pm. France seconded. All in favor. Motion passed.
