VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
DECEMBER 8, 2020
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Tim Loeffelholz.
Roll call taken; Linda Friesen-present, Jason Potter-present, Tim Loeffelholz- present, Chris Roth-present and Deb France-present. Tom Brown-absent and Curtis Vacha-absent. Also in attendance: Mark Digman, Eric Hagen, Luke Temperly, Gary Stuckey and Christina Christianson.
Motion by Potter to approve December agenda. Friesen seconded. All in favor. Motion passed.
Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 12/3/2020.
Motion by Potter to approve minutes from the following dates; November 10, 2020 for Public Hearing and regular board meeting and November 19, 2020 from Public Haring and special board meeting. France seconded. All in favor. Motion passed.
Police Report
Christina handed out Deputy Jeardeau’s report as he was not present at the meeting.
Engineering Report-Delta 3 Engineering
Mark Digman reported that there is no pay application or change order this month. Mark has met and discussed this and the punch list with Luke Temperly from Temperly Excavating, Inc regarding this. Luke is here tonight to discuss and state his reasons for not being able to complete the project by the date that was in the contract in hopes to come to an agreement regarding liquidated damages for this project.
This will be tabled until next month when we have a full board present.
New Business
Luke Temperly discussed with the board his reasons why the 2020 Infrastructure Barber and Grove Street project didn’t get completed by the completion date of October 16, 2020. He made some valid points and this will be discussed next month along with the Pay Application #6 and change order #1 with Delta 3 Engineering.
Motion by Loeffelholz to approve closing of checking account ending in #3005 at Community First Bank labeled LGIP funds. The current amount that is in the account is $48,277.62. Christina will find out where this money had originally come from and what account(s) the money should go once the account is closed. Potter seconded. All in favor. Motion passed.
Clerk Report-Christina Christianson
Motion by Loeffelholz to approve 2021 Caucus date for January 12, 2021 at 6:45pm with the regular board meeting to immediately follow. Those up for re-election are: Tom Brown-Village President, Debra France-Village Trustee, Chris Roth-Village Trustee and Timothy Loeffelholz-Village Trustee. Potter seconded. All in favor. Motion passed.
Treasurers Report-Christina Christianson
Motion by France to approve November Treasurer’s report. Friesen seconded. All in favor. Motion passed.
Motion by Friesen to approve paying of the following bills: Delta 3 Engineering in the amount of $3,228. 00 to be paid out of the CDBG Village Matching Funds account for half to be paid out of the general account and half sewer account and Utility Services, Inc in the amount of $4,503.97 to be paid out of the water account, Roth seconded. Roll call vote with all in favor. Motion passed.
Motion by Potter to approve Clerk to transfer funds within the Village accounts through the LGIP and Community First Bank. Friesen seconded. All in favor. Motion passed.
President’s Report
None
Maintenance Report- Gary Stuckey
Gary gave the board an update on what has happened this last month. Trees have been trimmed, hydrants have been flushed, working on a water complaint from Dale Kirch, DNR water system and operation inspection is complete and Eric Thompson has replaced his sewer lateral.
No motion to go into closed session.
Motion by France to adjourn at 8:12pm. Roth seconded. All in favor. Motion passed.
Next regular Village Board meeting will be on
Tuesday-January 12, 2021 following the Village Caucus
Meeting which starts at 6:45pm.
