REGULAR BOARD MEETING MINUTES

NOVEMBER 10, 2020

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 6:49 pm by Village president, Tom Brown.

Roll call taken; Tom Brown-present, Linda Friesen-present, Jason Potter-present, Tim Loeffelholz- present, Chris Roth-present (arrived at 6:52) and Deb France-present. Also in attendance: Mark Digman (arrived at 7:05), Gary Stuckey and Christina Christianson.

Motion by Friesen to approve November agenda. Brown seconded. All in favor. Motion passed.

Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 11/5/2020.

Motion by Loeffelholz to approve October minutes. Friesen seconded. All in favor. Motion passed.

New Business

Motion by Brown to approve resolution #2020-9 Village tax levy in the amount of $170,250.00. Loeffelholz seconded. All in favor. Motion passed.

Motion by Potter to approve Livingston-Clifton Fire Department 2021 budget with the villages share at $12,600.00. France seconded. All in favor. Motion passed.

Clerk Report-Christina Christianson

Discussion was had regarding the possibility of changing the meeting time but no motion was made,

Treasurers Report-Christina Christianson

Motion by Potter to approve October Treasurer’s report. Roth seconded. All in favor. Motion passed.

Motion by Brown to approve paying of the following bills: Delta 3 Engineering for a total combined in the amount of $13,714.00 to be paid out of the CDBG Village Matching Funds account for Barber/Grove St. road project and Livingston-Clifton Fire Department for $12,200.00 out of the general fund. France seconded. Roll call vote with all in favor. Motion passed.

Motion by Potter to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Vacha seconded. All in favor. Motion passed.

President’s Report

Tom thanked Gary and Clem for getting a signed moved quickly as a resident had complained it was set to low and someone was going to get hurt.

Maintenance Report- Gary Stuckey

Gary gave the board an update on what has happened this last month.

Gary stated that the berm has been completed behind the Holzer property.

Gary did inform the board that he is planning a fall hydrant flush for November 19, 2020. With leaf collection finished, Gary and Clem will be converting the equipment over to snow plowing and start putting up snow fences. Bags of leaves will still be picked up but no more vacuuming of leaves will be done.

Engineering Report-Delta 3 Engineering

Motion by Vacha to approve Proposed 2020 Infrastructure Improvements CDBG Disbursement pay request #5 for Temperley Excavating in the amount of $198,596.00 . Potter seconded. Roll call vote with all in favor. Motion passed.

Mark Digman went over with the board regarding the options that the board has in regards to the completion of the road construction with Temperley Excavating and the timeline. Construction date for work to be completed per the contract was October 16, 2020.

Motion by Potter to add to the final change order which will be presented at the regular December 8, 2020 village board meeting $7,000.00 as a line item for incorporation and liquidated damages since they didn’t complete the project on time. Vacha seconded. Roll call vote. All in favor. Motion passed.

Motion by Potter to go into closed session at 7:27pm. Brown seconded. All in favor. Motion passed.

Motion by Loeffelholz to reconvene back into open session at 7:37pm.

Motion by Friesen to adjourn at 7:37pm. Brown seconded. All in favor. Motion passed.

Tuesday-December 8, 2020 at 7:00pm.
