REGULAR BOARD MEETING MINUTES

SEPTEMBER 8, 2020

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 7:00 pm by Village president, Tom Brown.

Roll call taken; Tom Brown-present, Linda Friesen, Jason Potter-present, Tim Loeffelholz- present and Deb France-present. Chris Roth-Absent. Also in attendance: Mark Digman, Mike Holzer, Gary Stuckey and Christina Christianson.

Motion by Potter to approve September agenda. Friesen seconded. All in favor. Motion passed.

Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 9/3/2020.

Motion by France to approve August minutes. Loeffelholz seconded. All in favor. Motion passed.

Police Report

No report

New Business

Motion by Brown to set Halloween Trick or Treating hours for Oct 31, 2020 from 5pm to 7pm, noting that if residents don’t want to participate they should not turn their outside light on. Loeffelholz seconded. All in favor. Motion passed.

Motion by Friesen to approve the Engagement letter for compilation audit-$8000.00 for general and $2000.00 per TIF District completion for 2020 done in 2021 from Johnson & Block. France seconded. All in favor. Motion passed

Fall clean up was discussed and will be October 3, 2020 from 8am to 11am at the sewer plant.

Unfinished Business

No update at this time from Emergency Communication Services.

Engineering Report-Delta 3 Engineering

Motion by Potter to approve Proposed 2020 Infrastructure Improvements CDBG Disbursement pay request #3 in the amount of $104,952.00. Loeffelholz seconded. Roll call vote with all in favor. Motion passed.

Clerk Report-Christina Christianson

Committee meeting for Budget & Finance for October 13, 202 @ 6:30pm.

No committee meeting at this time for employee reviews.

Treasurers Report-Christina Christianson

Motion by France to approve August Treasurer’s report. Friesen seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve paying of the following bills: Delta 3 Engineering in the amount of $3,730.00 to be paid out of the general account and Delta 3 Engineering in the amount of $3,730.00 to be paid out of the sewer account and Community First Bank in the amount of $45,226.92 to be paid out of the general account for loan #97316. Potter seconded. All in favor. Motion passed.

Motion by Potter to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Friesen seconded. All in favor. Motion passed.

President’s Report

President Brown appointed Curtis Vacha to the Village board to fill the vacancy left by John Jelle.

Maintenance Report- Gary Stuckey

Gary gave the board an update on what has happened this last month.

Mike Holzer discussed the water issues he has had along with some neighbors, with the storm water running through his property. It was decided that we would have our engineers-Delta 3 Engineering- meet with Gary, Ken Ley, Brian Foley and Mike at the same time and come up with some options for fixing the issues since Mike said his parents do not want to give the Village an easement for us to bury a big pipe in the ditch to fix his water issues. This meeting will take place around the end of the month since Gary will be out due to surgery. If 3 or more board members will be at this meeting it needs to be posted as a special meeting.

Motion by Loeffelholz to adjourn at 7:40pm. France seconded. All in favor. Motion passed.

Next regular Village Board meeting will be on Tuesday-October 13, 2020 @ 7pm
