VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
April 9, 2019
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village president, Tom Brown.
Roll call taken; Tom Brown-present, Kimberly Loeffelholz-present, Chris Roth-present, John Jelle-present, Rosie Gluege-present & Linda Friesen-present. Jason Potter-Absent Also in attendance were Tim Loeffelholz, Bart Neis, Gary Stuckey and Clerk Christianson.
Motion by Loeffelholz to approve agenda. Friesen seconded. All in favor. Motion passed.
Clerk Christianson verified posting of agenda at Livingston post office, Village message board and Village office on 4/4/19.
Motion by Loeffelholz to approve March minutes. Roth seconded. All in favor. Motion passed.
Police Report
Christina handed out the police report in board packets as Steve was unable to attend meeting.
Engineering Report- Bart Nies
Bart gave a brief discussion regarding the energy audit assessment and wastewater evaluation. Motion by Loeffelholz to approve the engineering service contract for the waste water treatment facility evaluation. Roth seconded. All in favor motion passed. Bart discussed the citizen participation plan and applying for the CDBG loan. Gary and Christina will be working with him to get all that is needed to help in applying for it. We will have a public hearing in relation to the project before next board meeting. Public hearing set for May 14, 2019 at 6:30 pm with the regular board meeting to immediately follow.
Unfinished Business
Loeffelholz gave the board some updated information regarding the festival. She did inform the board that she will still plan on coming to board meetings even though after 4-22-19 she will no longer be on the village board as a trustee.
There is no update on the new ball field as Brown stated we are still waiting on state approved plans.
No update regarding fire truck purchase as nobody from the fire department was at meeting tonight.
New Business
Motion by Loeffelholz to approve ordinance #201949 for recycling ordinance replacement so we are now compliant. Brown seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve open book on April 15, 2019 from 9:15am to 11:15am and Board of Review for April 22, 2019 from 5:30pm until 7:30pm or until finished. Roth seconded. All in favor. Motion passed.
Treasurers Report-Christina Christianson
Motion by Loeffelholz to approve March Treasurer’s report. Friesen seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve bill from Traffic Logic for speed sign in the amount of $3105.00 to be paid out of the general fund and Delta 3 Engineering in the amount of $3330.00 for new ball park improvements to be paid out of the new ball park fund. Friesen seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Gluege seconded. All in favor. Motion passed.
Clerks Report
Discussion regarding adding another handicap spot possibly on the west side of the Village office. Discussed grade of road and needing to make sure the grade is what it should be for requirements for handicap accessibility. An added spot may have to wait until the Barber Ave work is complete in 2020. Clerk gave a brief discussion regarding the TIF closeouts and holding the TIF meetings for joint review board which need to be done by July 1, 2019. We will have them before the June 11, 2019 board meeting as we should have all that is needed back from Johnson and Block by then. First one will be at 6:30 and second one will be at 6:40. Our village board meeting will immediately follow.

Maintenance Report- Gary Stuckey
Motion by Brown to accept quote from Pilling Electric in the amount of $19,800.81 for generator at the sewer plant. (Water account will pay for $2500.00 of the cost and $10,000.00 from sewer dept and $7,300.81 to be paid from general account). Loeffelholz seconded. All in favor. Motion passed.
Motion by Brown to accept quote from Scott construction in the amount of $11,395.00 for seal coating this summer. Jelle seconded all in favor. Motion passed. Discussion regarding seal coating (which has not been done in 2 years) and what streets needed it the most.
Crack filling will also be done this year.
Motion to Adjourn
Motion by Loeffelholz to adjourn at 8:10 pm. Gluege seconded. All in favor. Motion passed.
