REGULAR BOARD MEETING MINUTES
January 14, 2020
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 6:37 pm by Village president, Tom Brown.
Roll call taken; Tom Brown-present, Deb France-present, Chris Roth-present, Linda Friesen & Jason Potter present. Tim Loeffelholz & John Jelle-Absent Also in attendance: Jessica Morrison, Gary Stuckey and Clerk Christina Christianson.
Motion by France to approve agenda. Roth seconded. All in favor. Motion passed.
Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 1/9/2020.
Motion by Potter to approve December minutes. France seconded. All in favor. Motion passed.
Police Report
Christina handed out Steve’s report as he was not available for meeting.
New Business
Jessica Morrison was present and gave a presentation for the Sues/Utility services for our water tower. She discussed what we have been paying towards for the prepayment program and plans for 2023 for outside of water tower to be painted and 2025/2026 for the inside to be cleaned and painted. They guarantee 100% on all they do and they have approximately 100 water tower contracts just in Wisconsin alone.
Approximate cost for a washout is $2000 to $3000 and approx $150,000 to $250,000 for interior and exterior paint jobs.
Motion by Potter to approve $250.00 gift to Muellers for the use of their burning pit. Friesen seconded. All in favor. Motion approved.
Engineering Report
Jordan Fure was present and gave a presentation on the I and I report that they did for our Village.
Discussed the manhole improvements to the barber grove street and hope to put on construction invoice. Televising has been recommended. Discussed basement inspections re: sump pumps and rock foundations. Discussed the age of our sewer plant
Treasurers Report-Christina Christianson
Motion by France to approve December Treasurer’s report. Potter seconded. All in favor. Motion passed.
Motion by Brown to approve bills in the amount of $3860.00 to Delta 3 Engineering to be paid out of the sewer account Potter seconded. All in favor. Motion passed.
Motion by France to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Roth seconded. All in favor. Motion passed.
Clerk Report-Christina Christianson
Christina updated board on audit started with Johnson and block and tax info for end of the 2019 year.
President’s Report
None
Maintenance Report- Gary Stuckey
Gary gave a brief report. See attached sheet.
Gary also stated that we need to get rid of all lead piping. Every connection in town will need to be done in 3 years. The DNR has new inspection guidelines and will need to do so many inspections a year. Iowa Grant School will be replacing their sewage meter as it has been very long overdue.
No motion to go into closed session
Motion by Potter to adjourn at 7:45 pm. Friesen seconded. All in favor. Motion passed.
