VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
November 13, 2018
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village president, Tom Brown.
Roll call taken; Tom Brown-present, -present, Rosie Gluege-present, Jason Potter-present, Kimberly Loeffelholz-present, Linda Friesen-present, Chris Roth-present & John Jelle arrived at 7:05 pm. Also in attendance were Jeremy Harty, Ed Faherty, Gary Stuckey and Clerk Christianson.
Motion by Brown to approve agenda. Gluege seconded. All in favor. Motion passed.
Clerk Christianson verified posting of agenda at Livingston post office, Village message board and Village office on 11/8/18.
Motion by Loeffelholz to approve October minutes. Roth seconded. All in favor. Motion passed.
Police Report
Jeremy handed out his report. Discussion was had regarding the presence of a certain drug called fentanyl, which was found in a home in Livingston as there was a call a week ago for an overdose and the drug was found there. Deputy Harty wanted to make sure the town knew this deadly and potent drug is in our Village. Jeremy also stated he has taken a promotion with Grant County and his last day with our Village will be January 5, 2019. The new deputy that will take his place is Steve Jardo. He hopes to be at the next meeting in December.
New Business
Motion by Loeffelholz to approve resolution #2018-6 for General Budget for 2019. Roth seconded. All in favor. Motion passed.
Ed Faherty discussed the new contract for our Village for garbage and recycling.
Motion by Loeffelholz to approve 3year contract with Fahertys recycling. Friesen seconded. All in favor. Motion passed.
Motion by Brown to increase the garbage/recycling rate by $1.00 as of January 1, 2019, which will be a cost of $12.35 per resident a month. Roth seconded. All in favor. Motion passed.
Motion by Potter to approve the Livingston Clifton Fire Dept budget for 2019. Roth seconded, with Jelle, Friesen and Loeffelholz abstaining. All remaining in favor. Motion passed.
Motion by Loeffelholz to approve the Martin Allen Dietzman Library budget for 2019. Gluege seconded with Friesen abstaining. All in favor. Motion passed.
Unfinished business
Discussion regarding an Ice Skatin rink here in the Village was had. Will discuss more at December meeting but Christina will check with the insurance to see if there is an added cost and Loeffelholz, Jelle and Friesen will discuss with the Fire Department to see if it is possible for them to make an ice skate rink. Gary will be involved with discussion as well since we will have to have some kind of boards up for parameters and a tarp of some kind down on ground before filling with water. Also, need to make sure the drainage issue would be ok for area at park.
Treasurers Report-Christina Christianson
Motion by Gluege to approve October Treasurer’s report. Loeffelholz seconded. All in favor. Motion passed.
There were no bills.
Motion by Gluege to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Loeffelholz seconded. All in favor. Motion passed.
Clerk informed board that a checking account has been opened at Community First Bank in relation with the land for sport park baseball field addition. Clerk will keep records of donations and expenses and keep the board informed.

Maintenance Report- Gary Stuckey

Motion by Loeffelholz to approve resolution #PW2018 for sewer rate increase as of January 1, 2019 billing with the sewer fee base rate increasing from $11.08 to $11.41 and the volume charge will increase from $7.71 to $7.94 per 1000 gallons. All in favor. Motion passed.
Motion to go into closed session
Motion by Loeffelholz to go into closed session at 7:50 pm. Roth seconded. All in favor. Motion passed.
Motion to Reconvene into open Session
Motion by Gluege to go back into open session at 7:58pm. Friesen Seconded . All in favor. Motion passed.
Motion to Vote as a result of closed session
Motion by Brown to approve wage increase as of January 1, 2019 of $.25 cents for Gary Stuckey ($22.25per hour), Clem Wiegman ($16.00per hour), Christina Christianson ($19.25per hour), Betty Schambow ($15.60per hour) and Mary Sue Divine($10.75 per hour) as of January 1, 2019 with Health Insurance for Gary and Christina for 2019 to stay the same as the Village will cover 88% of costs and employee to cover the remaining 12% cost. Roth seconded. All in favor. Motion passed.

Motion by Friesen to adjourn at 8:00 pm. Potter seconded. All in favor. Motion passed.
