VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

August 13, 2018

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 7:00 pm by Village president, Tom Brown.

Roll call taken; Tom Brown-present, -present, Rosie Gluege-present, Jason Potter-present, Kimberly Loeffelholz-present, Linda Friesen-present. Chris Roth-absent & John Jelle-absent. Also in attendance: Eileen Brownlee, Jeremiah Harty, Bill Graber, Bill Straka, Ron Haas, Sheila Ruchti, Nancy Merwin, Brian Kleist, Dale Austin, Vi Austin, Gary Stuckey and Clerk Christina Christianson.

Motion by Gluege to approve August agenda. Loeffelholz seconded. All in favor. Motion passed.

Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 8/9/18.

Motion by Loeffelholz to approve July minutes. Potter seconded. All in favor. Motion passed.

New Business

Bill Graber, Bill Straka and Brian Kleist gave an update to the Village board regarding the tractor pull they will be doing over the Livingston Festival. They have already booked the pullers and want to make sure the Village can work with residents about location of pull. It was decided that the tractor pull is a good thing for the village and it can be moved up the street a bit and will make sure streets are not blocked and road closure signs need to be place more delicately and inform the public of such. Tama Street could have a fence by it so it doesn’t get used by pullers, etc. It was the noted that for the first year of the pull they learned a lot and will improve communication with involved businesses and residents.

Unfinished Business

Board discussed Warranty Deed with conditions from Jack and Donna Jinkins. Received some input from others who were present. It was noted that the LCIC will not be doing the fundraising and that a group or someone would have to take the reins on fundraising and it would have to be run through the village expense wise. The board decided to have a special meeting to get input from village residents as it would cost the village some expense. Motion by brown to have a special meeting on Wednesday, August 29, 2018 at 7pm at the Livingston-Clifton Fire House. Gluege seconded. All in favor. Motion passed.

Motion by Loeffelholz to adopt Grant County ATV/UTV ordinance and make it our own. Eileen Brownlee will redo our atv/utv ordinance and have ready by September meeting. Potter seconded. All in favor. Motion passed.

Police Repot- Jeremiah Harty

Jeremy gave his report and informed the board of ordinance ticket updates and written letter warning updates. Recent complaints regarding burning and barking dogs were reported. There was discussion regarding ways to reward kids for obeying rules. Nothing was set at this time to do anything specific.

Clerk Report-Christina Christianson

Motion by Gluege to approve engagement letter for compilation audit for 2019 to be done in 2019 by Johnson and Block. Loeffelholz seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve matching grant road aid with Grant County at $2000.00 for 2019. Gluege seconded. All in favor. Motion passed.

Clerk informed the board that the Board of Appeals approved the building permit for Randy and Nikki Warne. This was for a variance to street yard setback and approved it to be 20 feet back instead of the 30 feet back which is Village ordinance.

Treasurers Report-Christina Christianson

Motion by Loeffelholz to approve July Treasurer’s report. Potter seconded. All in favor. Motion passed.

Motion by Brown to approve bills for Utility Service Corp in the amount of $4057.63 to be paid out of the water account. Gluege seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Potter seconded. All in favor. Motion passed.

President’s Report

None

Maintenance Report- Gary Stuckey

Gary gave his report to the board noting that as of August 1, 2018; well #1 is back together and in service. New pumps at lift #3 were installed August 6th. Trees have been trimmed within Village right of ways that were in need. Alliant energy installed light pole on Ridge Ave in the Jones subdivision by Harry and Judy Reddy property. Gary will attend a free training worth 8 credits on August 30th.

No motion for closed session.
