REGULAR BOARD MEETING MINUTES

June 12, 2018

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 7:00 pm by Village president, Tom Brown.

Roll call taken; Tom Brown-present, -present, Rosie Gluege-present, Jason Potter-present John Jelle-present , Kimberly Loeffelholz-present, Chris Roth-present. Linda Friesen-absent. Also in attendance: Greg Marsh, Gary Stuckey and Clerk Christina Christianson.

Motion by Loeffelholz to approve agenda. Gluege seconded. All in favor. Motion passed.

Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 6/7/18.

Motion by Loeffelholz to approve May minutes. Roth seconded. All in favor. Motion passed.

Police Report

None

New Business

Clerk gave report on TIF Districts and updated the board on yearly Joint Review Board meetings.

Clerk discussed with the board new office hours. As of July 1, 2018 the clerk/treasurer “In office” hours will be Mondays and Thursdays from 8am to 4pm. Tuesdays and Wednesdays she will work from home and have the phone forwarded to a cell phone. Clerk discussed getting a cell phone with a data plan and/or “hotspot” for internet as well.

Unfinished Business

Loeffelholz gave a report on updated festival happenings.

Brown motion to approve picnic license for Tractor pull event on Saturday from 10am to 6pm. Gluege seconded. All in favor. Loeffelholz and Roth abstained. Motion passed.

Clerk Report-Christina Christianson

Liquor License, Cigarette and Operator License Approval

Motion was made by Gluege and seconded by Brown to approve a Class B Beer & Liquor License for Alley Oops with Robert Myers as agent. Roll call vote-All in favor. Motion carried.

Motion was made by Loeffelholz and seconded by Roth to approve a Class B Beer & Liquor License for My Turn North, LLC with Lee McCarville as agent. Roll call vote-All in favor. Motion carried.

Motion was made by Loeffelholz and seconded by Roth to approve a Class B Beer & Liquor License for J’s Bar and Grill with Julie Blume as agent. Roll call vote-All in favor. Motion carried.

Motion was made by Roth and seconded by Potter to approve a Class A Beer License for Friendly Place with Tim Loeffelholz as agent. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Brown and seconded by Potter to approve a Tobacco License for Friendly Place with Tim Loeffelholz as agent Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Brown and seconded by Potter to approve a Tobacco License for Alley Oops with Robert Myers as agent. Roll call vote-All in favor. Motion carried.

Motion was made by Loeffelholz and seconded by Roth to approve a Tobacco License for My Turn North LLC with Lee McCarville as agent. Roll call vote-All in favor. Motion carried.

Motion was made by Jelle and seconded by Brown to approve operator’s licenses for Scott Wells, Eldon Warne, Cindy Blum, Terry Blum, Emily Olson, Robert Huehne, Patrick Loeffelholz, Kimberly Loeffelholz, Christine Eggers, Billie Jo Walmer, Susan Barth, Taylor Liddicaot, Robin Pitzer, Deborah Giddings, Carissa Rideout, Victoria Sugden, Kelly Michek and Jacob Earle. Roll call vote-All in Favor. Motion carried. Loeffelholz abstained.

Motion was made by Jelle and seconded by Potter to approve temporary operators licenses for the time period of June 22, 23 & 24, 2018; serving during the Livingston Festival at the Sports Park, Memorial Park and/or Tractor Pull: Stephanie Anderson, Jack Slack, Jean Slack, Nancy Merwin, Kathy Nechvatal, Pat Nechvatal, Ryan Walter, Chelsie Walter, Rael Steicklien, Chris Roth, Kam Roth, Sheila Ruchti, Peter Yelinek, Becky Yelinek, Gia McIntosh, Joel Washburn, Jessica Warne, Danelle Houghton, Jennifer Cockroft, Jill Bierman, Eric Bierman, Bill Straka and Kimberly Loeffelholz. Roll call vote-all in favor. Motion carried. Roth and Loeffelholz abstained.

Motion by Potter to approve the Temporary Class B Liquor License, aka-Picnic License to the LCIC for June 22, 23 and 24, 2018 along with the waiving of the license fee and option on their own with fencing the area. However, the Village would like wrist bracelets to be issued to all those who are old enough to purchase alcohol. Jelle seconded. Roth and Loeffelholz abstained. All in favor. Motion passed.

Treasurers Report-Christina Christianson

Motion by Gluege to approve May Treasurer’s report. Loeffelholz seconded. All in favor. Motion passed.

Motion by Brown to approve bills for Baer Insurance in the amount of $7028.00 and Ric Riniker in the amount of $4533.80 to be paid out of General account, and Utility Service Corp in the amount of $4057.63 to be paid out of the water account. Potter seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Gluege seconded. All in favor. Motion passed.

President’s Report

Updated Committee assignments were given to board members.

Discussed burning ordinance and will put on agenda this fall/winter to update.

Discussed also updating the Livingston resource guide, with hopes to have this done by early spring 2019.

Maintenance Report- Gary Stuckey

Motion by Potter to approve resolution #2018-1 for the CMAR report. Loeffelholz seconded. All in favor. Motion passed.
