REGULAR BOARD MEETING MINUTES
March 12, 2018

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 7pm by Village president, Tom Brown.
Roll call taken; Tom Brown-present, Rosie Gluege-present, Ron Haas-present, Chris Roth-present, Ryan Walter-Present & Kimberly Loeffelholz-present. Earl McLean-absent.
Also in attendance - Jeremy Harty, Bill Straka, Brian Kleist, Bill Graber, Gary Stuckey and Christina Christianson.
Motion by Loeffelholz to approve March agenda. Haas seconded. All in favor. Motion passed.
Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 3/8/18.
Motion by Loeffelholz to approve February board minutes. Roth seconded. All in favor. Motion passed.

Police Report
Jeremy handed out his monthly report log and discussed issues that he has been working on. He has been working on alternate side parking and has issued only a few tickets. Discussed some yard clean ups, tree trimmings that need to be done and some fence repairing issues. He will keep Clerk informed.

Unfinished Business
Some options were discussed regarding the possible gifted land to village from Jack and Donna Jinkins. It may likely have some conditions with it when it does get gifted to the village. Village attorney, Eileen Brownlee did speak with Jinkins attorney and things are still being discussed. She will keep us up to date with findings. Bill Graber and Bill Straka asked if they could use the land for a tractor pull during the festival weekend. The board stated that it is not the Villages land yet so they would need to talk to Jack Jinkins. Some ideas were discussed with the land and some other options were presented to Straka and Graber regarding the tractor pull.
Clerk informed the board that she is still waiting to hear back from the insurance company regarding crime/cyber coverage.
Motion by Loeffelholz to approve a $.50 raise for all election workers, starting as of now. Poll workers will make $9.00 an hour and Chief inspectors will make $10.50 an hour. Roth seconded. Gluege abstained. All in favor. Motion passed. Clerk thanked the board for their generosity.

New Business
Motion by Brown to donate $250.00 to the Southwest Wisconsin Regional Planning Commission for a housing study for Grant county. Gluege seconded. All in favor. Motion passed.

Treasurers Report-Christina Christianson
Motion by Loeffelholz to approve February treasurer’s report. Gluege seconded. All in favor. Motion passed.
Motion by Brown to approve bill for Delta 3 Engineering to be paid out of the general account in the amount of $2059.00 and Delta 3 Engineering to be paid out of the sewer account in the amount of $755.00. Haas seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve Clerk transferring of funds within the Village accounts and through the LGIP and Community First Bank. Gluege seconded. All in favor. Motion passed.

Clerks Report
Motion by Brown to approve operator’s license for Deborah Giddings, Susan Barth, Kimberly Loeffelholz and Bille Jo Walmer. Gluege seconded. Loeffelholz abstained. All in favor. Motion passed.
The two electrical easements have been finished and need property signatures then Village attorney will have recorded at Grant County. February 20th election there were at total of 44 voters. Next election is April 3, 2018.

Presidents Report
Motion by Loeffelholz to approve Clerk Christianson to be Chief Inspector. Brown seconded. All in favor. Motion passed.

Maintenance Report- Gary Stuckey
Gary gave his maintenance report. He updated the board on Grant Counties participation in the phosphorus program and will be signed up by the January 2019 deadline. Clem and Gary have built 3 picnic tables to replace the final ones at memorial park. Some chlorine line and pump maintenance has been done at the wells.
Esser electric is working on an idea for the fire station generator.
Motion by Hass to approve pulling of Well #1, which is by the volleyball court, and have maintenance and service on it, at a minimum base price of $9600.00. The last time that it was pulled and inspected was 2008.
