VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

November 14, 2017

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 6:41pm by Village president, Tom Brown.

Roll call taken; Tom Brown-present, Rosie Gluege-present, Kimberly Loeffelholz-present, Chris Roth-present, Ron Haas- present, Ryan Walter-Present & Earl McLean-present. Also in attendance - Jeremy Harty, Gary Stuckey and Christina Christianson.

Motion by Haas to approve agenda. Gluege seconded. All in favor. Motion passed.

Verified posting of agenda at Livingston post office, Village message board and Village office on 11/9/17.

Motion by Loeffelholz to approve regular board October minutes and special meeting minutes from October 17 & 24, 2017. Roth seconded. All in favor. Motion passed.

 

Police Report

 

Jeremy handed out his monthly report log and discussed issues that he has been working on.

 

Clerk Report-Christina Christianson

 

Motion by Brown to rescind the following motion from January 10, 2017 regular board meeting. “Motion by Brown to raise Gary Stuckey to $24.00 per hour-choosing to not accept benefit 2017 with the right to be back in, in 2018. Haas had seconded, and all were in favor”. This is rescinded due to the fact that the Village is now in a Health Insurance benefit agreement for village employees as of October 1, 2017 and Gary is receiving coverage. His wage is to stay the same as of now. Haas seconded the rescind motion. All in favor. Motion passed.

Clerk discussed the water increase of 3% which will take effect December 6, 2017. Notice has been published in the Platteville Journal on October 18, 2017 and posted in the 3 locations in the Village.

Clerk reminded the board that with the changes, we need to update the employee handbook and clerk will discuss with Village attorney, Eileen Brownlee and hope to have ready at the next board meeting.

 

Treasurers Report-Christina Christianson

 

Motion by Gluege to approve October treasurer’s report. Loeffelholz seconded. All in favor. Motion passed.

Motion by Brown to approve bill for Utility Services, paid out of the water account in the amount of $4057.63. Loeffelholz seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve Clerk transferring of funds within the Village accounts and through the LGIP and Community First Bank. Haas seconded. All in favor. Motion passed.

 

New Business

 

Motion by Haas to approve resolution #2017-4 for General Budget 2018. Loeffelholz seconded. All in favor. Motion passed.

Motion by Loeffelholz to remove as of 12-31-17 the employer share put into a health savings account by Village of $2,000.00 for each Gary Stuckey and Christina Christianson. Haas seconded. All in favor. Motion passed.

 

 

New Business (Continued)

 

Motion by Loeffelholz to approve Livingston-Clifton Fire Department 2018 budget. Roth seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve Martin-Allen Dietzman Library 2018 budget. McLean seconded. All in favor. Motion passed.

 

Library Report- Ron Haas

 

Ron Haas gave a brief update on the library. The library’s numbers are dropping in 2017 for circulation and that will be affecting the county income for the library.

 

President’s Report

 

Tom informed the board of the possibility of Jack Jinkins donating some land which would be south of the Sports Park (Old School Park) on County Road E. Some issues were discussed and the Village would need our engineer to look at some things. If this is gifted the Village would be spending some money on improvements of adding a possible ballpark for future.

 

Maintenance Report- Gary Stuckey

 

Gary informed the board of the Grant County mitigation meeting and invited them to go. Gary will be attending this meeting which is Thursday, December 16, 2017 from 6pm-8pm.

There was a power surge on October 10th and the electrical box at sewer plant got damaged. A claim was made to Village insurance and Village got reimbursed $995.95 (Village had $500.00 deductible.)

Sludge was hauled, snow fence is up and leaf pickup is done for the year. Gary asked if the Christmas lights could be put up early this year as the timing is right for Montfort. Village board had no problem with it as we need to be flexible as to when we can get the help in putting them up. Gary thanked the board for going with the state insurance health plan but wanted to let them know that he is seeing a $6,000.00 yearly decrease due to cutting his wage back and taking the HSA money away.

 

Motion by Loeffelholz to go into closed session at 7:30pm. Roth seconded. All in favor. Motion passed.

Motion by Gluege to reconvene into open session at 7:37pm. Brown seconded. All in favor. Motion passed.

 

Motion by Haas to increase wage for Clem Wiegman, Betty Schambow, Mary Sue Divine and Karen Fisher by $0.25 cents as of January 1, 2018. Clem Wiegman’s wage for 1-1-18 will then be $15.75 per hour, Betty Schambow’s wage for 1-1-18 will then be $15.35 per hour, Mary Sue Divine’s wages for 1-1-18 will then be $9.75 per hour from the Village and $0.75 per hour from the library for a total of $10.50 per hour and Karen Fisher’s wages for 1-1-18 will then be $9.75 per hour from the Village and $0.75 per hour from the library for a total of $10.50 per hour.

 

Motion by Gluege to adjourn at 7:39pm. Brown seconded. All in favor. Motion passed

Tuesday-December 12, 2017 at 7:00pm.
