REGULAR BOARD MEETING MINUTES
September 12, 2017
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village president, Tom Brown.
Roll call taken; Tom Brown-present, Rosie Gluege-present, Kimberly Loeffelholz-present, Chris Roth-present, Ron Haas- present, Ryan Walter-Present and Earl McLean-present. Also in attendance Jerry Vesperman, Jeremiah Harty, Gary Stuckey, Greg Marsh, Curtis Whitaker, Zack Hake, Charles Hrubes and Clerk Christina Christianson.
Motion by Gluege to approve agenda. McLean seconded. All in favor. Motion passed.
Verified posting of agenda at Livingston post office, Village message board and Village office on 9/7/17.
Motion by Loeffelholz to approve August minutes. Roth seconded. All in favor. Motion passed.
New Business
Curtis Whitaker, Zack Hake and Charles Hrubes, representing the Livingston-Clifton Fire Department discussed replacing 2 fire trucks and asked the board for their support. They handed out information on the estimated costs. Truck #1, which is the larger fire truck, will need to be replaced in about 2 years. Curtis handed out information on estimated costs of a used fire truck they are hoping to get from the Platteville Fire Department for approximately $45,000.00 if it is still in the current shape as today. Truck #2 will need to be replaced as soon as possible as it is not in a safe shape now to use. It will take about a year or less to build the custom truck which in the end is a lot less expensive than standard for the type of truck they need. This truck #2, is used on every call they go on. They did state they will be going to Town of Clifton to ask of the same support.
Motion by Haas to replace truck #2 stating the Village of Livingston will cover half the cost which is estimated to be around $37,500.00. Loeffelholz seconded. All in favor. Motion passed.
Motion by Gluege to approve the engagement letter regarding audit work for 2017 from Johnson and Block. Loeffelholz seconded. All in favor. Motion passed.
McLean updated the board on the parks and recreation committee meeting that took place on August 27, 2017 regarding tree removal and planting of new trees.
Police Report
Jerry handed out his monthly report and gave a brief monthly overview. Jerry informed the board that his last day will be September 30, 2017 and introduced his replacement, Jeremiah Harty. Harty will be trained starting next week through the end of this month. The board discussed barking dog issues, curfew and burning within the village limits which will be checked out by officer. Christina will put reminder of burning ordinance on the next utility billing.

Treasurers Report-Christina Christianson
Motion by Loeffelholz to approve September treasurer’s report. McLean seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve bills for Community First Bank Loans in the amount of $45,226.92 and $16,662.60 to be paid out of the general account. Gluege seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve Clerk transferring of funds within the Village accounts and through the LGIP and Community First Bank. McLean seconded. All in favor. Motion passed.
Clerk Report-Christina Christianson
Motion by Haas to approve Clerk to attend the annual Treasurers training and conference September 27, 2017 through September 29, 2017. Gluege seconded. All in favor. Motion passed.
Motion by Haas to approve trick or treating hours for October 31, 2017 from 5pm to 7pm. Brown seconded. All in favor. Motion passed.
Budget committee meeting was discussed and will be set up. Loeffelholz will be in touch with others as to a date and time. She will inform clerk so it can be posted. Board members on committee are Gluege Haas and Loeffelholz, who is chairman.
President’s Report
Motion by Walter to approve the resolution from the State of Wisconsin for the Village to be part of the State Health Insurance plan. Haas seconded. All in favor. Motion carried.
Maintenance Report- Gary Stuckey
Gary gave his report on what he and Clem have been doing. Recently they have spent the last 2 weeks exercising water valves and relocating curb stops. B and M Technical is working with Gary on the sludge pump and that should be completed by tomorrow. Gary and Clem attended a program in Avoca regarding a pilot study that has to do with the phosphorus and algae growth and the future of possibly doing our own pilot study to see if it would benefit the Village. The pilot study is approximately $5000.00. Gary discussed the need for tires on Clem’s truck. They are now 6 years old and need to be replaced as soon as possible.
Motion by Loeffelholz to purchase tires from D-Whit Tire at the cost of $245.00 per tire. Roth seconded. All in favor. Motion passed. Gary also discussed replacing the automatic door opener on the pole shed. It stopped working and needs to be replaced. At the time (two years ago), we decided to work it manually however it has been used twice as much if not more sine and it would be great to have it fixed. Gary got prices from overhead door of Dubuque and Carey’s Seamless Gutter in Belmont. Motion by Brown to replace opener and go with Carey’s Seamless out of Belmont for the cost of $887.90. Loeffelholz seconded. All in favor. Motion passed.
Motion by Gluege to approve Gary to attend trainings in Plover, WI for Wisconsin Rural Water Association on October 24, 2017 through October 26, 2017. Haas seconded. All in favor. Motion approved.
Motion by Gluege to adjourn at 8:05pm. Haas seconded. All in favor. Motion passed
