REGULAR BOARD MEETING MINUTES

June 13, 2017

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 7:00 pm by Village president, Tom Brown.

Roll call taken; Tom Brown-present, Ryan Walter-present, Rosie Gluege-present, Kimberly Loeffelholz-present, Chris Roth-present, Ron Haas- absent and Earl McLean-absent. Also in attendance Joel Washburn, Jerry Vesperman, Gary Stuckey and Clerk Christina Christianson.

Motion by Gluege to approve agenda. Brown seconded. All in favor. Motion passed.

Verified posting of agenda at Livingston post office, Village message board and Village office on 6/8/17.

Motion by Loeffelholz to approve May minutes. Roth seconded. All in favor. Motion passed.

Old Business

Will discuss the LCFD update of by-laws at next meeting in July.

New Business

Joel Washburn was present to ask some questions regarding Rebels Bar and Grill, J’s Bar and Alley Oops bar that want have street dance with DJ on Center Street in-between Woodward Street and Barber Street on Saturday June 24th during the festival. Motion by Brown to approve that Rebels Bar and Grill, J’s Bar and Alley Oops Bar will double fence the outdoor area where the DJ will be and people will be with alcohol. Only Beer will be served outside. Two rent a cops need to be hired and insurance information needs to be given to the clerk before the festival. Street is to be cleaned up by the three bars indicated above. Wristbands will be given to individuals indicating that they are 21years of age or over entering the secured area for street dance. identification will be checked by security at entrance. One entrance and one exit should be in the fenced in area with each being patrolled by a security person. Music needs to be done outside at 11pm and cannot interfere with the outdoor movie that the church already was doing. Brown motion to approve temporary picnic license for this event with the fee waived. Gluege seconded. All in favor. Motion passed.

Liquor License, Cigarette and Operator License Approval

Motion was made by Brown and seconded by Gluege to approve a Class B Beer & Liquor License for Alley Oops. Roll call vote-All in favor. Motion carried.

Motion was made by Brown and seconded by Gluege to approve a Class B Beer & Liquor License for Rebel’s Bar and Grill, llc. Roll call vote-All in favor. Motion carried.

Motion was made by Brown and seconded by Gluege to approve a Class B Beer & Liquor License for J’s Bar and Grill. Roll call vote-All in favor. Motion carried.

Motion was made by Brown and seconded by Gluege to approve a Class A Beer License for Friendly Place. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Brown and seconded by Gluege to approve a Tobacco License for Friendly Place. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Brown and seconded by Gluege to approve a Tobacco License for Alley Oops. Roll call vote-All in favor. Motion carried.

Motion was made by Brown and seconded by Gluege to approve operator’s licenses for Scott Wells, Eldon Warne, Justin Myers, Sydnie Buswell, Tonya Barr, Cindy Blum, Terry Blum, Emily Olson, Robert Huehne, Danelle Houghton, Gia McIntosh, Tanya Bonin, Kari Panozzo, Hannah Cox, Lauren Pettey-Ajango, Erin Howell and Patrick Loeffelholz. Roll call vote-All in Favor. Motion carried. Loeffelholz abstained.

Motion was made by Brown and seconded by Gluege to approve temporary operators licenses for the time period of June 23, 24 & 25, 2017; serving during the Livingston Festival at the Sports Park and/or Memorial Park: Stephanie Anderson, Jack Slack, Jean Slack, Nancy Merwin, Kathy Nechvatal, Ryan Walter, Chelsie Walter, Rael Steicklien, Chris Roth, Kam Roth, Sheila Ruchti, Peter Yelinek and Kimberly Loeffelholz. Roll call vote-all in favor. Motion carried. Roth, Loeffelholz and Walter abstained.

Motion by Brown to approve the Temporary Class B Liquor License, aka-Picnic License to the LCIC for June 23, 24 and 25, 2017 along with the waiving of the license fee and option on their own with fencing the area. However, wrist bracelets will be issued to all those who are older enough to purchase alcohol. Gluege seconded. All in favor. Motion passed.

Police Report

Jerry handed out his monthly report and gave a brief monthly overview. All dogs have been registered and are up to date. Jerry has talked with Eldon Warne about him wanting to raze the home that had the fire in Dec of 2016. He will be doing a garage sale during the festival and then hoping to get started on it. There is a permit process that Eldon needs to be informed of. Jerry also noted that the trailer that had been parked for a long period of time in the industrial park has been moved. Loeffelholz asked Jerry is anything could be done regarding the airplane that has been in the area early in the morning. This has been discussed in the past and it is not within the village limits and this person who is flying the plane is in their rights to do so.

Treasurers Report-Christina Christianson

Motion by Gluege to approve May Treasurer’s report. Roth seconded. All in favor. Motion passed.

Motion by Gluege to approve bills for Baer Insurance in the amount of $7185.00 and Ric Riniker in the amount of $4545.74 to be paid out of General account, and Community First Bank in the amount of $42,452.05 to be paid out of the water account. Walter seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve Clerk to transfer of funds within the Village accounts through the LGIP and Community First Bank. Brown seconded. All in favor. Motion passed.

Clerk Report-Christina Christianson

Christina updated the board that the ball park savings account has been closed at Community First Bank. Gary purchased and he and Clem installed the new fence topping with the remaining money that had been donated with the village purchasing some of the topping as well. The board stated that it looked very nice.

President’s Report

Updated Committee assignments were given to board members.

Maintenance Report- Gary Stuckey

Motion by Loeffelholz to approve resolution #2017-2 for the CMAR report. Walter seconded. All in favor. Motion passed. The report was published in the Platteville journal. The CCR report is complete and was indicated on June utility bills for residents that copies are available at Village office for those who would like to see report.

Street closures were discussed and it was decided that the LCIC will be in charge of closing of streets for festival. Gary will drop off barricades in the morning for the committee to put out.

Gary updated the board on what has been happening the last month. Sludge has been hauled for the spring. Iverson Construction has made all the street patches to water and sewer repairs. All fire hydrants have been flushed for the spring. Parking stalls and crosswalks have been repainted in the business district. Gary has been notified that he can begin applying for our next wastewater discharge permit. Gary will be sampling for lead and copper again this year. Those who have done it in the past will be asked to do it again. Thanks in advance for your help with this.
