VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

February 14, 2017

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7pm by Village president, Tom Brown.

 

Roll call taken; Kimberly Loeffelholz-present, Tom Brown-present, Ron Haas- present, Ryan Walter-present, Greg Marsh-present and Rose Mary Gluege -present. Earl McLean-absent Also in attendance were Jerry Vesperman, Gary Stuckey and Clerk Christina Christianson.

 

Motion by Marsh to approve agenda. Brown seconded. All in favor. Motion passed.

 

Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 2/8/17.

 

Motion by Loeffelholz to approve January minutes. Marsh seconded. All in favor. Motion passed.

Police Report- Jerry Vesperman

 

Jerry handed out his monthly report and discussed alternate side parking. Jerry gave the board the background check information for Hannah Cox and stated that she was approved on background check for operator license that she applied for through Rebels Bar & Grill. Jerry also indicated that he is waiting to hear back on the grant that he had applied to help with the possible purchase of a new speed trailer for the Village.

New Business

 

Motion by Brown to give $100.00 donation for Village of Livingston Easter celebration party, payable to Kimberly Loeffelholz as she organizes it. Walter Seconded. Loeffelholz abstained. All in favor. Motion passed. This will be held on April 9th and is not a fundraiser of any kind.

 

Treasurers Report-Christina Christianson

 

Motion by Loeffelholz to approve January Treasurer’s report. Gluege seconded. All in favor. Motion passed.

Motion by Brown to approve bill for JI Construction in the amount of $1450.00 to be paid out of General account. Loeffelholz seconded. All in favor. Motion passed.

Motion by Gluege to approve Clerk to transfer of funds within the Village accounts. Marsh seconded. All in favor. Motion passed.

 

Library Report

 

Ron updated the board and discussion was had regarding the library possibly changing to the extra available slot the Village has for internet provider for the library to drop charter as they no longer need charter to go with the library operating system. Betty will talk with Christina and will get things in motion.

 

Clerk Report-Christina Christianson

 

Christina updated the board on happenings during the last month. Discussed easement questions for Terry Schaefer, also discussed a street light request from William Welsch. Election Feb 21, 2017 will be held for Partisan primary and spring election will be April 4, 2017. Johnson and Block were here January 30 & 31, 2017 to finish up the 3 day audit. A report will be given to the Village when all is finalized. Dennis Hampton has accepted the letter the Village wrote him stating that the Village has appointed another Building Inspector for the Village. He is not holding us to the 60 day release date as it states in his contract. We have not heard back from Mike Reuter yet and accepting our nomination of him as building inspector for the Village. There have been 34 alternate parking tickets issued from 12-7-16 to 2-8-17 and 27 of those have been paid and 7 are still unpaid.

 

Presidents Report

 

Motion by Haas to approve Hannah Cox for an operator’s license. Gluege seconded. All in favor. Motion passed.

 

Maintenance Report- Gary Stuckey

 

Gary gave his report and handed out the report we received back from Utility Services when they cleaned out the water tower last summer/fall. Picnic tables have been replaced with newly built ones. The temperature limit has been removed and we are now ok with the DNR and the compliance. Gary indicated that he is done with the rare earth element testing and has found that this could be the answer the village needs to reach the limit set by the DNR. This will be 2-3 years down the road however it would cost approximately $15,000 a year. There are other options that the EPA has put out if needed we can look into those to see if it would cost less.

Gary has requested that the Utilities committee (Ryan, Rosie & Earl) set up a meeting before the next regular board meeting, to discuss sewer rates and the lift station by Trelay-Biddick Inc.
