VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
December 13, 2016 @ 7:00pm.
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village president, Tom Brown.
Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ron Haas- present, Ryan Walter-present and Earl McLean-present. Also in attendance were Bart Neis, Jerry Vesperman, Gary Stuckey, Greg Marsh and Clerk Christina Christianson.
Motion by Brown to approve agenda with moving #14(a) to #4. Gluege seconded. All in favor. Motion passed.
Presidents Report
Brown moved to appoint Greg Marsh to vacant seat for Village trustee. Clerk swore in Greg Marsh with the official oath.
Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 12/8/16.
Motion by Haas to approve November minutes noting that the approving of October meeting minutes needed to be added on minutes. Loeffelholz seconded. All in favor. Motion passed.
Engineering – Bart Neis
Bart gave a report to board regarding grant money the village was awarded a year ago from Grant county for improvements in the amount of approximately $8000.00. If we need an extension we can apply for one and extend it a year as it was good for two years. Bart also discussed his work with Gary and the sewer plant for the dissipated cooling study and pilot study. Bart also reminded the board to keep in mind the discussions we had a year ago with him on the Barber Ave estimate for road improvements which was approximately estimated in 2006 at $500,000 to repair so it most likely will be more in the future.
Zoning – Ric Riniker

Police Repot- Jerry Vesperman
Jerry updated the board with ordinance violations and discussed the speed trailer breakdown information from the county speed trailer when placed in Livingston.
Unfinished Business
Will act on the matter of the Building inspector at the January meeting.
Motion by Haas to approve and accept Iowa County Humane Society yearly contract paying them $500.00 for the 2017 year.
New Business
Motion by Loeffelholz to approve operator license for Justin Myers and Christopher Moore. Brown seconded. All in favor. Motion passed.
Caucus set by Village president Brown for January 10, 2017 at 6:30pm with the regular village board meeting to immediately follow.
Treasurers Report-Christina Christianson
Motion by Loeffelholz to approve November Treasurer’s report. Gluege seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve transfer of funds within the Village accounts, noting that the bank has now officially changed the name from Livingston State Bank to Community First Bank, for Clerk Christianson. Brown seconded. All in favor. Motion passed.
Library Report
Ron stated that the book drop being moved was discussed with Betty and the library has been looking into having a drop like the Village drop box however other items come into play with dropping of books, videos, etc with the library. Betty is exploring other options as well.
Clerk Report-Christina Christianson
Discussion was had regarding election poll workers who are on the village board and discussed what the conflicts are, if any. Motion by Brown to allow village board members to work elections unless they are on the ballot. Haas seconded. All in favor. Motion passed.
Christina informed the board she will be taking some time off in March for vacation but would plan on being at the March village board meeting.
Maintenance Report- Gary Stuckey
Gary gave a report. He has been working with Delta 3 to satisfy the DNR regarding future temperature limits at the sewer plant. Clems Truck is broken down and is possibly the timing chain. It is at Les Mack Ford for repairs. Estimating $1400.00 at best. We hope to have it back by Friday. JI construction has offered to loan us at no cost a snow pushing attachment we can use on our own tractor if need be. Gary is in another phosphorus removal trial at the sewer plant. He is using a rare earth element and not a “Chemical”. Gary is feeding 9 gallons a day and hoping to get it to 6 gallons a day or less equaling a cost of around $33.00 a day or $12,000.00 a year. This won’t be the only answer but it seems so far to be doing very well.
Motion by Gluege to go into closed session at 8:28pm. Loeffelholz seconded. All in favor. Motion passed.
Motion by Haas to reconvene into open session at 9:10pm. Gluege seconded. All in favor. Motion passed.
Motion by Brown to adjourn at 9:11pm. Marsh seconded. All in favor. Motion passed
