VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

OCTOBER 11, 2016

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7:05 pm by Village president, Tom Brown.

 

Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ron Haas- present, Ryan Walter-present. Jeremie Klaas and Earl McLean-absent. Also in attendance were Jerry Vesperman and Clerk Christina Christianson. Motion by Haas to approve agenda. Gluege seconded. All in favor. Motion passed. Clerk verified posting of agenda at Livingston post office, Village message board and Village office on 10/06/16.

 

 

Zoning Report-Ric Riniker

Clerk Christianson updated the board as Ric Riniker was not present

Police Report

Jerry’s log activity for the month was discussed and he informed the board of ordinance violations and the background checks that he did for the Operator License applications. Discussed Hwy 80 passing zone and Jerry said he would look into what it will take to get it changed to no passing as it is very unsafe.

 

Treasurers Report-Christina Christianson

Motion by Gluege to approve September Treasurer’s report. Brown seconded. All in favor. Motion passed.

Motion by Brown to approve bills to be paid to Livingston State Bank in the amount of $16,624.84 which is for the firehouse addition out of the general account, Montfort rescues squad yearly payment of $2500.00 and $100.00 donation for their yearly fundraiser out of the general account and JI Construction in the amount of $2750.00 out of the water account. Gluege seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve transfer of funds within the Village accounts for Clerk Christianson. Haas seconded. All in favor. Motion passed.

 

Library Report

Ron stated that the book drop being moved was discussed at the library board meeting and they waited to decide as they didn’t want to move it where Gary had suggested and they wanted him to attend the next meeting to discuss other options. The board discussed other options and also discussed moving the bike rack. Winter hours started October 1st. Donations from the card players and VFW were given to the library recently.

 

 

 

 

 

Clerks Report-Christina Christianson

Clerk gave a brief report. Motion by Loeffelholz to approve operator’s license for Joshua Haase and Sydnie Buswell. In same motion it was approved pending certification for operator’s license for Toby Washburn and Mattix.

Motion by Brown to temporarily approve Gluege until December 31, 2016 to the Budget committee since Klaas has not been available. Haas seconded. All in favor. Motion passed.

Motion by Haas to set Budget Public hearing for November 7, 2016 at 6:30pm with the regular Village Board meeting to immediately follow. Loeffelholz seconded. All in favor. Motion passed.

 

New Business

Table agenda item 12 (a) by Haas. Loeffelholz seconded. All in favor. Table motion passed.

Motion by Haas to approve LCFD budget for 2017. Village fee not increased. Gluege seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve road closure for Clyde Wagner with fee waived. Brown seconded. All in favor. Motion passed.

 

Maintenance Report- Gary Stuckey

Gary’s report was read by Christina.

Motion by Loeffelholz to replace the truck bed on small dump truck spending up to $2000.00. Haas seconded. All in favor. Motion passed.

 

Presidents Report-Tom Brown

Brown set Halloween trick or treating hours for October 31, 2016 from 5-7pm.

 

Motion by Haas to go into closed session at 8:10pm to discuss employee wage, benefits and personnel. Gluege seconded. All in favor. Motion passed.

Motion by Haas to reconvene into open session at 8:45pm. Gluege seconded. All in favor. Motion passed.

Motion by Brown to accept and start the process for state health insurance for full time village workers. (hired at 32 or more a week) Haas seconded. All in favor. Motion passed.

Motion made by Gluege to adjourn at 8:47pm. Walter seconded. All in favor. Motion passed.

 

 

 

Next regular Village Board meeting will be on

Monday-November 7, 2016 immediately following the Public Hearing which is at 6:30pm.
