REGULAR BOARD MEETING MINUTES

Tuesday-June 14, 2016

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7:00 pm by Village president, Tom Brown.

Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ron Haas- present, Ryan Walter-present and Kyle Richards-present and Jeremie Klaas-Absent. Also in attendance were Jerry Vesperman, Greg Marsh, Joel Washburn, Gary Stuckey and Clerk Christina Christianson. Clerk verified posting of agenda at Livingston post office, Village message board and Village office on June 9, 2016.

 

Motion by Gluege to approve May minutes. Loeffelholz seconded. All in favor. Motion passed.

 

Old Business

 

Greg marsh gave a brief report of the festival update.

Burning and driveway ordinance updates were tabled until more information could be discussed with Attorney Brownlee and the board.

 

Police Report

 

Jerry handed out his monthly report for Police log activity for the month. He also discussed with the Board patrolling during the festival weekend. Dog licenses have all been paid and licensed. Jerry’s Chief gave the ok on the Grant application process for Jerry to do with AAA for purchasing a new speed trailer was talked about. It would be shared with Montfort and Livingston. The old speed trailer is unfixable.

 

Treasurers Report-Christina Christianson

 

Motion by Loeffelholz to approve May Treasurers report with Christina reporting back next month on a missing check number (journal entry) in the amount of $99.44. Richards seconded. All in favor. Motion passed. Motion by Brown to approve bills to be paid to Scott Construction in the amount of $10,275.00 for seal coating out of the general account, Baer Insurance in the amount of $7078.00 for workers compensation and liability semiannual insurance coverage out of the general account, Boardman & Clark law firm in the amount of $1412.36 out of general, Signs to go in the amount of $744.00 out of the park building concession stand fund and Livingston State Bank in the amount of $11,226.03 for loan #253 out of the water account. Haas seconded. All in favor. Motion passed.

Motion by Gluege to approve transfer of funds within the Village accounts for Clerk Christianson. Walter seconded. All in favor. Motion passed.

 

Library Report

 

Ron reported that the summer program has started and was received well by everyone. A lot of people were in attendance for the first Wednesday. He also stated that the library will be open for the festival on Saturday for an hour or so. Loeffelholz stated she will contact Mary Sue regarding getting flyers on the website to help inform the public of what is going on at the library for the summer program and toddler time.

New Business

 

Joel Washburn was present to ask some questions regarding Rebels Bar and Grill and having entertainment during the festival. Motion by Brown to approve that Rebels Bar and Grill will double fence the outdoor area where the DJ will be and people will be with alcohol. Non alcohol will be served outside. Music needs to be done outside at 11pm and cannot interfere with the outdoor movie that the church already was doing. Clerk is to check ordinance book and state rules to verify that this is ok and get back to Rebels Bar and Grill. Haas seconded. All in favor. Motion passed.

 

Liquor License, Cigarette and Operator License Approval

Motion was made by Haas and seconded by Gluege to approve a Class B Beer & Liquor License for Alley Oops. Roll call vote-All in favor. Motion carried.

Motion was made by Loeffelholz and seconded by Gluege to approve a Class B Beer & Liquor License and an Outdoor Beer Garden/Sports activity license (annual fee) for Rebel’s Bar and Grill, llc. Roll call vote-All in favor. Motion carried.

Motion was made by Loeffelholz and seconded by Richards to approve a Class B Beer & Liquor License for J’s Bar and Grill. Roll call vote-All in favor. Motion carried.

Motion was made by Haas and seconded by Richards to approve a Class A Beer License for Friendly Place. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Brown and seconded by Haas to approve a Tobacco License for Friendly Place. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Loeffelholz and seconded by Richards to approve a Tobacco License for Alley Oops. Roll call vote-All in favor. Motion carried.

Motion was made by Richards and seconded by Walter to approve operator’s licenses for Scott Wells, Eldon Warne, Rachel Graber, Cindy Blum, Terry Blum, Mark Myers, Emily Olson, Renee Eisele, Robert Huehne, Danelle Houghton, Gia McIntosh, Tanya Clayton and Patrick Loeffelholz. Roll call vote-All in Favor. Motion carried. Loeffelholz abstained.

Motion was made by Richards and seconded by Haas to approve temporary operators licenses for the time period of June 24, 25 & 26, 2016; serving during the Livingston Festival at the Sports Park and/or Memorial Park: Stephanie Anderson, Jack Slack, Jean Slack, Nancy Merwin, Kathy Nechvatal, Stacy Campbell, Neil Campbell, Eric Bierman, Jill Bierman, Abe Hoeper, Amy Hoeper, Dave Friesen, Linda Friesen, Ryan Walter, Chelsie Walter and Kimberly Loeffelholz. Roll call vote-all in favor. Motion carried. Loeffelholz and Walter abstained.

Motion by Loeffelholz to approve the Temporary Class B Liquor License, aka-Picnic License to the LCIC for June 24, 25 and 26, 2016 along with the waiving of the license fee and fencing. However arm bracelets will be issued to all those who are older enough to purchase alcohol. Haas seconded. All in favor. Motion passed.

 

Haas gave a brief report on his planning commission meeting at the county of Iowa. Our policy and documents from 2003 will need to be reviewed and updated. This will take some time and money but for now there is no hurry.

 

 

 

Presidents Report-Tom Brown

Maintenance Report- Gary Stuckey

 

Motion by Gluege to approve the CMAR Resolution #PW2016-1. Loeffelholz seconded. All in favor. Motion passed. Gary stated that the score is a high B average. Gary reported that the new well west of town was struck by lightning Friday June 10, 2016 at approximately 10pm. L.W. Allen (initial installers) have been contacted and repairs will start after parts are received. The well will be out of service for about 2 weeks. Our insurance company has been contacted and will be covered. Our deductible is $500.00. Emergency siren doesn’t’ work at the well and will update at July meeting with the claim and cost. JI Construction has been repairing and replacing curb stops. Hydrant flushing was completed Friday June 3rd. Two of the new hydrants on County Road E broke and were repaired today, June 14th. New sign was picked up for Sports park and names for little recognition sign on building. Generator at the firehouse should be complete soon. Regarding any street closures for the Festival, the board is leaving it up to Gary and Clem’s best discretion.

Gary did state that the sidewalk by Memorial Park will be completed for the festival next year.
