VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
Tuesday-May 10, 2016
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village president, Tom Brown.
Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ron Haas- present, Ryan Walter-present and Kyle Richards-present. Also in attendance were Jerry Vesperman, Tom Jinkins and Clerk Christina Christianson. Jeremie Klaas and Gary Stuckey arrived at 7:05pm. Clerk verified posting of agenda at Livingston post office, Village message board and Village office on May 4, 2016.
Motion by Loeffelholz to approve April minutes. Gluege seconded. All in favor. Motion passed.
Zoning Report
No report
Old Business
Motion by Gluege to approve the Certified Survey May from Artesian Properties (Tom Jinkins) for parcel to be split in two which was discussed a few months ago. Klaas seconded. All in favor. Motion passed.
Police Report
Jerry handed out his monthly report for Police log activity for the month. Jerry has visited approximately 15 dog owners who have not yet registered their dogs. Time limits given and if not followed through they will be turned over to Grant County Sheriff’s department for prosecution. Speed trailer was discussed and will be getting that out of storage very soon. Weed/tall grass ordinance letters have gone out to a few residents and the issues have been taken care of by property owners.
Treasurers Report-Christina Christianson
Motion by Gluege to approve April Treasurers report. Loeffelholz seconded. All in favor. Motion passed. Motion by Haas to approve bills to be paid to Utility Service Corporation out of the water account in the amount of $3655.52. Richards seconded. All in favor. Motion passed.
Motion by Gluege to approve transfer of funds within the Village accounts for Clerk Christianson. Loeffelholz seconded. All in favor. Motion passed.
Library Report
Haas indicated that the Library “Tea” party was well attended with approximately 30 people attending and $165.00 raised for library. The summer program will be starting in June and activities posters are around town and should be on the website. Also, they are trying to implement an adult coloring group.
Clerks Report-Christina Christianson
Christina informed the board that there will be a Planning Commission meeting at Iowa County to update and improve the commissions on May 18th at 6pm. Letters went out to all on committee and Ron Haas will plan on attending the meeting. The WDC will be meeting with employees and the village representative regarding updating them on retirement information on May 23, 2016 at Noon.
New Business
Motion by Brown to approve Engagement Letter from Johnson and Block for a full complete audit to be done for the year 2016. Haas seconded. All in favor. Motion passed.
Motion by Loeffelholz to approve Firework permit for Kastner Pyrotechnics on June 4, 2016 for their Demo Night. Gluege seconded. All in favor. Motion passed.
Presidents Report-Tom Brown
Brown indicated that the village will pour concrete for sidewalk at memorial park with ramp being off the street, making sure that we will be ADA compliant. The village also needs to pour concrete for the air conditioning unit that is to be placed at the firehouse.
Maintenance Report- Gary Stuckey
Motion by Richards to approve buying materials from Burnham lumber to replace the shingles for the sewer plant roof. Haas seconded. All in favor. Motion passed.
Sign is up at the Sports park and looks good. The Iowa Grant School Horticulture class did the flower pots around town. Gary gave brief overview of tree planting issues at Memorial Park with the tree committee. It was mentioned that there needs to be something done with authority and who needs to talk with the committee and indicate that the Village is in charge of where any plantings go. People cannot just plant things where they would like. The park and recreation committee should meet soon and come up with a plan to put into place that all residents and committees must respect in regards to our parks and the village property.
Motion made by Haas to adjourn at 8:00pm. Loeffelholz seconded. All in favor. Motion passed.
