VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

Tuesday-March 8, 2016

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at pm by Village president, Tom Brown.

Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ron Haas- present and Ryan Walter-present, Kyle Richards-absent and. Jeremie Klaas-absent. Also in attendance were Jerry Vesperman, Gary Stuckey and Clerk Christina Christianson. Clerk verified posting of agenda at Livingston post office, Village message board and Village office on March 3, 2016.

 

Motion by Loeffelholz to approve February minutes. Gluege seconded. All in favor. Motion passed.

 

New Business

 

Kimberly Loeffelholz discussed the Livingston Easter Party which will be held on March 20, 2016 from 2-3:15pm. Motion by Brown to donate $100.00 to the occasion. Haas seconded. Roll call vote. Gluege-yes, Walter-yes, Brown-yes and Haas-yes. Loeffelholz abstained.

 

Police Report

 

Jerry handed out his monthly report for Police log activity for the month. Discussed the low income housing units and he has had contact with owners/maintenance workers. With the warmer weather and spring ahead he will be enforcing more ordinance issues.

 

Treasurers Report-Christina Christianson

 

Motion by Haas to approve February Treasurers report. Gluege seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve bills to be paid to Johnson and Block in the amount of $2319.07 out of the general account, $1896.07 out of the water account and $1161.07 out of the sewer account for a total paid to J&B of $5376.21 and Sewer account to pay General account in the amount of $56,794.00 and Sewer account to pay the Water account in the amount of $3,322.00 for interfunds from audit/Compilation report. Gluege seconded. All in favor. Motion passed.

Motion by Brown to approve transfer of funds within the Village accounts for Clerk Christianson. Haas seconded. All in favor. Motion passed.

 

Clerks Report-Christina Christianson

 

Christina reported the audit findings from Johnson and Block and discussed interfunds that needed to be finished. It was decided that the water account did not have enough funds available which water owes general $34,739.074 to pay the general account at this time, which is what was recommended by Johnson and Block only if the funds were available. The sewer account does have the available money so that will be disbursed as stated above.

Christina indicated that 46 voters came out to the polls in February. April election should be busier with a lot of different things on the ballot. Also discussed Grant county forming a humane society and supplies have been ordered for BOR training and certification for clerk and at least one committee member. Christina reminded the board that there is still money available in the Park Concession stand donation fund saving account to use for the signs at the Sports Park which should be put in this spring.

Maintenance Report- Gary Stuckey

 

Gary informed the board that all the manholes have been checked and about 95% are in good condition. There are some minor leaks in others and those are hoped to be fixed and worked on this spring and summer in locating the leaks. Gary also had a tree removal list which was discussed and Gary indicated that if approved he would be sending letters to those property owners and the tree committee. Loeffelholz made a motion to approve Tree Removal list (5 trees) for this spring/summer. Haas seconded. All in favor. Motion passed. Gary also indicated he would like the wage and personnel committee to have a meeting in the near future to discuss benefits.

 

Motion made by Loeffelholz to adjourn at 7:45pm. Gluege seconded. All in favor. Motion passed.
