VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

 

TUESDAY –January 12, 2016

 

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 6:40pm by Village president, Tom Brown.

Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ryan Walter-present, Kyle Richards-present and Ron Haas- present. Jeremie Klaas-absent. Also in attendance were Greg Marsh, Tom Jinkins, Ric Riniker and Clerk Christina Christianson. Clerk verified posting of agenda at Livingston post office, Village message board and Village office on January 7, 2016.

 

Motion by Loeffelholz to approve December minutes. Gluege seconded. All in favor. Motion passed.

 

Maintenance Report- Gary Stuckey

 

Gary was not present. Christina read notes that were prepared by Gary. Christmas lights were taken down and banners were put back up by Tom Esser on January 8, 2016. There is no update on the Gary Pope property as we are waiting the completion of the survey which has been started.

Gary was contacted by Steve Braun of the Grant County Emergency Management regarding a backup generator that the Platteville Fire Department has for sale for a firm $750.00. This would be a better backup generator for our fire station than the current set up. Currently one of the generators on one of the fire trucks is used in a power outage. This generator that Platteville has is a natural gas fueled, would be mounted outdoors and would be able to run the lights and heat in an emergency situation. Tom Esser guessed installation would cost approximately $1000.00. All of the expenses would be divided with Clifton Township pending their approval as well. Motion by Loeffelholz to agree to purchase the generator from Platteville and splitting the bill with Clifton Township. Gluege seconded. All in favor. Motion passed.

 

Police Report

 

Christina handed out report from Duane as he wasn’t able to attend. The new Village officer, Jerry Vesperman, was also not able to attend.

 

Zoning/Assessor Report

 

Ric Riniker was present and let the board know that the statement of blotters will be in the mail soon. He approved a lawn shed permit last week and also had a Planning Commission meeting with Tom Jinkins for Artesian Properties. Artesian Properties is looking at splitting their lot into two parcels which would be approximate size of 90X120. That meets the standards for the R-2 district it is in for a single family dwelling. It would be a non-conforming lot. Favorable recommendation was given to the Village board for approval. Motion by Brown that Tom Jinkins for Artesian properties be approved it with the concept that it is without a Certified Survey Map (CSM). Once the CSM is done and complete Ton Jinkins would have to come back with the CSM and present to the board for final approval. Haas seconded. All in favor. Motion passed.

 

Ric also stated that the Floodplain ordinance was on the agenda at the Planning Commission meeting and that the commission has some questions regarding the floodplain. Christina indicated that she was in touch with Village Attorney, Eileen Brownlee and had some simple answers to the questions, as Eileen was not able to attend the meeting. Eileen stated that the ordinance would be in effect in the event that someone would need or want to get floodplain insurance whether in Iowa or Grant county the Village would be covered as the DNR has stated that there is a small area in the Iowa County mapping that was in the floodplain. This ordinance would be more of a formality and will be coverage for the Village in the long run when someone may be told by a lender, bank or the DNR that they are required to have the floodplain insurance.

 

New Business

 

Motion by Richards to approve Floodplain Ordinance which is Ordinance #20161A. Haas seconded. All in favor. Motion passed.

 

Motion by Loeffelholz to approve gift of $250.00 to Matt and Mike Mueller (Double D Farm) for the use of their Burning pit. Walter seconded. All in favor. Motion passed.

 

Discussion of Sidewalk cleaning was tabled until the fall.

 

Old Business

 

Motion by Loeffelholz to approve the final copy of the Village Employee Handbook , December draft. Gluege seconded. All in favor. Motion passed.

 

Treasurers Report-Christina Christianson

 

Motion by Loeffelholz to approve December Treasurers report. Haas seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve bills to be paid to Baer insurance in the amount of $3482.00 and $3597.00 out of the general account and MPIC (property Insurance)out of the general account in the amount $6902.00 Richards seconded All in favor. Motion passed.

Motion by Haas to approve transfer of funds within the Village accounts for Clerk Christianson. Gluege seconded. All in favor. Motion passed.

 

Library Report

 

No report given.

 

Clerks Report-Christina Christianson

 

The Local Road Improvement program has granted the Village of Livingston their approval for a grant in the amount of $8473.34 to use towards fixing up Watson Street. This is good for two years. The board doesn’t see it using it this year but may be able to do it next year for 2017.

The village Board meeting for nest month was discussed and moved to February 8, 2016 at 7pm as the clerk will be out of town on the 9th due to a school function.

Closed Session

Motion by Brown to go into closed session at 7:12pm to discuss wage and personnel. Richards seconded. All in favor. Motion passed.

 

Motion by Richards to go back into open session at 7:20pm. Haas seconded. All in favor. Motion passed.

 

Motion by Haas to give Clem Wiegman a wage increase of .40 cents per hour, as of January 1, 2016. This brings his hourly wage to $15.50 per hour. Loeffelholz seconded. All in favor. Motion passed.

 

 

Motion made by Brown to adjourn at 7:25pm. Loeffelholz seconded. All in favor. Motion passed.

Monday February 8, 2016 at 7:00pm.
