VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

 

TUESDAY –December 7, 2015

 

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

.

 

 

Meeting called to order at 7:00 pm by Village president, Tom Brown.

Roll call taken; Kimberly Loeffelholz-present, Rosemary Gluege-present, Tom Brown-present, Ryan Walter-present and Jeremie Klaas-Present. Kyle Richards and Ron Haas- Absent. Also in attendance were Jacob Webb, Trevor Wittewey, Matthew Litchfield, Dr. Sam Owusu-Ababio, Christina Curras, Greg Marsh, Duane Jacobson, Gary Stuckey and Clerk Christina Christianson. Clerk verified posting of agenda at Livingston post office, Village message board and Village office on December 3, 2015.

 

Motion by Loeffelholz to approve November minutes. Gluege seconded. All in favor. Motion passed.

 

 

Maintenance Report- Gary Stuckey

 

Gary gave a brief report on monthly happenings and discussed the Gary Pope property appraisal. Motion by Gluege to approve the appraisal as agreed previously with Gary Pope paying $3500.00 an acre, which purchase will be approximately 2 acres, with the Village covering the added expenses. Loeffelholz seconded. All in favor. Motion passed. Gary stated that he will contact Attorney Brownlee to discuss and get things into motion.

 

Gary indicated that the Allen Phosphorus trial is finished.

 

 

Police Report- Duane Jacobson

 

The UW Platteville students gave their presentation regarding their findings on the County Road E with a handout and a power-point presentation. They had a few recommendations for the Village. The board thanked them for their hard work, time and efforts and will consider implementing some items in the future.

Duane gave a brief discussion regarding parking tickets, and a discussed a few contract changes that include a new deputy that will be taking Duane’s position for the Village officer job. The new officer is planning on attending the next village board meeting in January.

 

 

 

New Business

 

Motion by Gluege to set the 2016 Caucus for January 12, 2016 at 6:30 pm at the Village Hall, with the regular Village board meeting to follow. Walter seconded. All in favor. Motion passed.

 

 

 

 

 

Clerks Report-Christina Christianson

 

Flex spending accounts were updated and clerk will renew online for employees Brown, Haas, Schambow, Stuckey and Christianson.

Motion by Brown to approve election workers for a two year period starting 1-1-16. The Chief inspectors are as follows: Shirley Place, Bonnie Wagner, Debra Hill and Rose Mary Gluege and regular poll workers are Arlyne Place, Sandra Wunderlin, Karen Yelinek and Beverly Carl. Loeffelholz seconded, Gluege abstained. All in favor. Motion passed.

Motion by Klaas to approve resolution 2015-127 which is regarding local legal posting locations (2015 Wisconsin Act 79). Walter seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve Bartender License for Danelle Houghton. Klaas seconded. All in favor. Motion passed.

Treasurers Report-Christina Christianson

 

Motion by Loeffelholz to approve November Treasurers report. Gluege seconded. All in favor. Motion passed.

Motion by Brown to approve bills to be paid to JI Construction in the amount of $1450.00 out of the general account, $10285.30 out of the water account and $9240.00 out of County Rd E fund for work completed. Loeffelholz seconded. All in favor. Motion passed.

Motion by Loeffelholz to approve transfer of funds within the Village accounts for Clerk Christianson. Gluege seconded. All in favor. Motion passed.

 

No motion was made to go into closed session.

 

Motion made by Brown to adjourn at 8:15pm. Walter seconded. All in favor. Motion passed.
