VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

TUESDAY –SEPTEMBER 8, 2015

 

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

 

Meeting called to order at 7:00 pm by Village President, Tom Brown.

Roll call: Kimberly Loeffelholz-present, Kyle Richards-present, Ron Haas-present, Rosemary Gluege-present, Tom Brown-present, Ryan Walter-present and Jeremie Klaas-arrived @ 7:08pm. Also present was Gary Stuckey, Greg Marsh, Eileen Brownlee, Roger and Bonnie Iverson, Marcella Danti, Joanne Marshall and Clerk Christianson. Ric Riniker arrived at 7:25pm.

Verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 9/3/2015.

Motion made by Loeffelholz to approve August minutes. Gluege seconded. All in favor. Motion passed.

 

CITIZEN CONCERN

Roger and Bonnie Iverson discussed a concern they have over a neighboring parcel that runs along the whole street with spraying of chemicals. Eileen stated that she would look into how far spraying chemicals needs to be from a residential area and will get back to us.

TREE COMMITTEE

Joanne Marshall gave a brief report on the tree committee. She stated that some people from Mineral Point are coming next week to spec out what trees would be best planted in our area and where. Gary stated he will be working with the tree committee and the people from Mineral Point as well. The tree committee did state that they would like a spot at Memorial Park to plant a tree in Biddick Foundation and Carol Andrew names. Gary wants to do a walk though with them as he has some areas in mind that would be great for new trees.

 

ATTORNEYS REPORT

Eileen Brownlee was present to discuss social media pros and cons. The board will discuss next month as to have a procedure for it or not be involved with such things as Facebook.

Eileen discussed Transient Merchant ordinance and looking at updating it and placing signs at the four roads that enter the Village so everyone is aware of the ordinance and making the ordinance broader as it doesn’t state specifics.

Eileen informed the board of Health Insurance rules and changes. Ron stated he will be attending the WEA Trust Kickoff event that the Village is interested in getting quotes for a group plan for the two full time employees.

Eileen discussed the Offer to Purchase which is for the land from Gary Pope. There are statutory requirements that have to be met and acquiring the land the proper way. A full narrative appraisal needs to be done and she will go ahead with starting the process.

 

OLD BUSINESS

None

 

NEW BUSINESS

Budget Committee meeting was set for October 6, 2015 at 7pm.

Ric Riniker gave a brief report regarding recent building permits. No issues have been found and all have been approved by him.

LIBRARY BOARD

The next meeting will be Sept 29, 2015. Ron did state that the lego Club will be starting in October and will be the second Tuesday of the month. Toddler time will also start October 7th and run through Nov 25, 2015.

 

 

 

 

CLERKS REPORT

In Officer Jacobson’s absence Clerk Christianson handed out the Police monthly log.

 

TREASURER REPORT

Motion made by Loeffelholz to approve Treasurer’s report. Gluege seconded. All in favor. Motion passed. Bills presented and motioned to accept by Gluege are Livingston State bank loans in the amount of $16,662.60 (which is for the TIF district #1 from the Country Road E project and $45,226.92 (which is for the Country Rd E project) of the general account. Richards seconded. All in favor. Motion passed.

Motion made by Haas to approve clerk to transfer money between bank accounts. Richards seconded. All in favor. Motion passed.

 

PRESIDENTS REPORT

None

 

MAINTENANCE

Gary gave a brief summary of items he and Clem have done this past month and what is on their schedule to do this coming month. Gary will be starting the process in the next few days to work on getting the phosphorus levels down in the water. There is a 30 day trial period followed by another 30 day trial period and the cost will be approximately $2500.00. The sidewalk will be extended by the Old School and the Sink hone on South Park by Rick Slack property is washed out and Gary will try and fix this on his own. October 3, 2015 from 8-noon at the sewer plant is Recycling/Dumpster days and two people will be there from Fahertys as well as Clem. Gary will not be available. September 24, 2015 Gary will be at a meeting in Lancaster for the Southwest Operators.

 

Motion made by Loeffelholz to go into closed session at 8:35pm regarding employee wage and benefits. Richards seconded. All in favor. Motion passed.

Motion made by Haas to reconvene into open session at 9:07pm. Gluege seconded. All in favor. Motion passed.

Haas rescinded his motion from Special meeting on August 24, 2015 for Employee Bonus. Brown seconded. All in favor. Motion carried.

Motion made by Richards for clerks pay increase to change from $7.01 to $9.00 an hour and Public Works Directory pay increase to change from $4.52 to $4.75 an hour. Roll call vote: Loeffelholz-Yes, Klaas-Yes, Walter-Yes, Richards-Yes, Haas-Yes, Gluege-Yes and Brown-Yes. Motion passed.

 

Motion made by Gluege to adjourn at 8:45pm. Loeffelholz seconded. All in favor. Motion passed.
