VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –AUGUST 11, 2015
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village President, Tom Brown.
Roll call: Kimberly Loeffelholz-present, Ron Haas-present, Rosemary Gluege-present, Tom Brown-present, Ryan Walter-present, Kyle Richards-present and Jeremie Klaas-absent. Also present was Gary Stuckey, Bill Straka, Officer Jacobson and Clerk Christianson.
Verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 8/6/2015.
Motion made by Gluege to approve July minutes. Loeffelholz seconded. All in favor. Motion passed.
TREE COMMITTEE
Bill Straka gave a brief report on the tree committee. He stated that some people from Mineral Point are coming to spec out what trees would be best planted in our area and where. He asked the board if they have any plans on putting trees on County Road E. Gary said he will be working with the tree committee and the people from Mineral Point when planting happens. Tree by Stephanie Anderson home was discussed and will most likely have to be taken down as it is a village tree and has some damage from storms.
NEW BUSINESS
Motion made by Richards to approve the Grant Co Aid Construction Agreement for $2000.00 and Grant Co will match our money. Haas seconded. All in favor. Motion passed.
ZONING & ASSESSING
Ric was not present however Clerk Christianson gave the board information from Ric regarding Linda Rundell and the progress on her building as it is complete and looks to have met all his needs and this permit is now complete.
POLICE REPORT-OFFICER JACOBSON
Duane has been out of the office for some time and no report was available. He did state that the Pool fundraiser that the matadors put on in Montfort went well.
LIBRARY BOARD
None as there has not been a meeting yet.
CLERKS REPORT
Motion made by Loeffelholz to approve operator licenses for Cassandra Abbott. Brown seconded. All in favor. Motion passed. Clerk Christianson informed the board that her Health Insurance is increasing as of Sept 1, 2015. Christina informed the board that the schooling for Clerk and Treasurer through UWGB has now been completed (4 years total) as she is certified in both areas. This is a great accomplishment and Christina is grateful to the board for their patience, understanding and support in accomplishing this goal. There is always more education to receive and Christina will stay updated as much as possible. The UWGB does offer Masters Academy Courses for Clerk and Treasurer that is a possibility for her to attend in the years to come with board approval.
Motion made by Loeffelholz to approve SVRS 2 year agreement provider for elections with Grant County. Gluege seconded. All in favor. Motion passed.
TREASURER REPORT
Motion made by Loeffelholz to approve Treasurer’s report. Gluege seconded. All in favor. Motion passed. Bills presented and motioned to accept by Brown are Utility Service in the amount of $3655.52 of the water account. Richards seconded. All in favor. Motion passed.
Motion made by Richards to approve clerk to transfer money between bank accounts. Loeffelholz seconded. All in favor. Motion passed.
PRESIDENTS REPORT
None
OLD BUSINESS
Motion made by Brown to approve a simplified 3% water rate increase with no increase to sewer at this time. Richards seconded. All in favor. Motion passed.
Motion made by Loeffelholz to approve paying $20,000.00 to Livingston State Bank on the water loan payment. Richards seconded. All in favor. Motion passed. The remainder of the loan to possibly be paid in October or November (Pending board approval).
Motion made by Richards to approve a counter offer to be given to Gary Pope for $3500.00 an acre plus expenses of surveying land and closing costs that the village would incur. Gary Stuckey will discuss with him and get back to the board next month.
No new information from Charles Hrubes.
MAINTENANCE
Motion made by Gluege to approve resolution #PW2015-1 for the CMAR. Walter seconded. All in favor. Motion passed.
Gary gave a brief summary of items he and Clem have done this past month, noting that all laterals on County Road E have been marked for the Tree Committee. The sign for the concession stand is in the works with Loeffelholz as she is meeting with them August 14, 2015.
Motion made by Gluege to go into closed session at 8:20pm regarding employee wage, benefits and personnel. Loeffelholz seconded. All in favor. Motion passed.
Motion made by Haas to reconvene into open session at 8:40pm. Richards seconded. All in favor. Motion passed.
Motion made by Loeffelholz to set special meeting on August 25, 2015 at 7pm to discuss employee wage/benefits and personnel. Haas seconded. All in favor. Motion passed.
Motion made by Gluege to adjourn at 8:45pm. Loeffelholz seconded. All in favor. Motion passed.
Next regular Village Board meeting will be on Tuesday – September 8, 2015 at 7pm
