VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –MAY 12, 2015
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village President, Tom Brown.
Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 5/6/2015.
Roll call: Kimberly Loeffelholz-present, Kyle Richards-present, Rosemary Gluege-present, Tom Brown-present, Ryan Walters-present and Jeremie Klaas-present. Ron Haas-absent. Also present was Duane Jacobson, Gary Stuckey, Marcella Danti, Greg Marsh, Joanne Marshall and Clerk Christianson.
Motion made by Loeffelholz to approve April minutes with the correction in roll call area and noting Deb France was absent, as she was not at the meeting. Gluege seconded. All in favor. Motion passed.
Brown made a motion to nominate Richards as acting president as Brown was called away. Walter seconded. All in favor. Motion passed.
NEW BUSINESS
Loeffelholz made a motion to approve ordinance #51215A to repeal section #7-1-9(b) (4)b of the municipal code ordinance. Gluege seconded. All in favor. Motion passed.
Gluege made a motion to approve street closure for Paul and Deb Hill on May 30, 2015 from 5pm to11pm for the block in front of their home on Barber Street. Loeffelholz seconded. All in favor. Motion passed.
TREE COMMITTEE
Marcella Danti gave the tree committee report. There was discussion about planting trees and distance from the curb as to not have the tree root systems eventually interfere with sewer and water pipes and or vision problems with traffic. It was stated that the county owns 11 feet each side from the center line of County Road E. Village owns the rest along with the curb to right of way. Also discussed letters that should be sent to home owners informing them of new tree planting and possibly giving them an option of what is planted by their home. The tree committee hopes to get 10-12 trees total depending on funds.

ZONING ADMINISTRATOR AND ASSESSOR REPORT

POLICE REPORT
Officer Jacobson handed out a copy of his report. Duane updated the board regarding Tom Wilcox. Duane and Wilcox are working together to get the area cleaned up. Duane did inform the board that the lot with the building on it he can have trailers, etc as long as they are registered and licensed. On the vacant lot Wilcox has some options and Duane and he discussed them. Wilcox will possibly come and talk next month to let the board know his plans.
TREASURER REPORT
Motion made by Loeffelholz to approve Treasurer’s report. Klaas seconded. All in favor. Motion passed. Bills presented and motioned to accept by Loeffelholz are from JI Construction for $2726.02, Utility Services for $7311.04 and JR Supply for $6321.00 out of water account. Scott Construction estimate approved for seal coating in the amount of $15868.00 out of the General account. Gluege seconded. Roll call vote: Loeffelholz-yes, Klaas-yes, Walter-yes, Richards-yes and Gluege-yes. Motion passed.
Motion made by Gluege to approve clerk to transfer money between bank accounts. Walter seconded. All in favor. Motion passed.
CLERKS REPORT
Christina gave the board the information she received from Eastman Cartwright.
Gluege made a motion to table the Eastman Cartwright land offer and employee handbook until next month. Loeffelholz seconded. All in favor. Motion passed.
PRESIDENTS REPORT
Appointment of committee members was presented by Clerk Christianson as Brown had previously updated.
MAINTENANCE
Gary gave his report and discussed the sale of the old Ferris and John Deere mowers. Joe Pettit bought the Ferris for $4500.00 and JI construction bought the John Deere for $200.00. That money will then be spent on new accessories for the new mower. The park bathrooms are all open. New hand dryers were installed by Tom Esser. New posts were installed for the permanent stop signs on Woodward Avenue. Started went out on the one ton truck and was repaired today by D-Whit auto. The maple tree by Helen Hinderman/Linda Klaas home was removed by Bill Hamilton. It lost a big limb this past week and the take down was moved up. Tree committee was informed of this in writing. Trees that the Village purchased from Grant County have all been planted. Sludge hauling should be done tomorrow. Gary and Clem have been working on the

Two fire hydrants have been replaced. Crack filling will be done this week. Gluege made a motion to accept the estimate from Scott Construction in the amount of $15,868.00 for street repair to be done. Loeffelholz seconded. PARK UPDATE
Loeffelholz gave an update on Bell Park. Due to state code fiber wood chips will be used under the swings. Pea gravel will be used everywhere else. Hoping for June 5 & 6th for the install date. Volunteers from Cummins will be coming on Friday to help with install.
Loeffelholz made a motion to adjourn at 8:00 pm. Gluege seconded. All in favor. Motion passed.
Next Village Board meeting will be on Tuesday, June 9, 2015 at 7pm
