VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –MARCH 10, 2015
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village President, Tom Brown.
Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 3/5/2015.
Roll call: Deb France-present, Kimberly Loeffelholz-present, Kyle Richards-present Ron Haas-present, Rosemary Gluege-present and Tom Brown-present. Ryan Walters-absent Also present was Greg Marsh, Mike Trombly, Gary Stuckey and Clerk Christianson. Ric Riniker arrived at 7:30pm.
Motion made by Loeffelholz to approve February minutes with the correction made to the clerks report that Loeffelholz abstained from the voting on donation to Easter Party. Richards seconded. All in favor. Motion passed.
OLD BUSINESS
Mike Trombly from Utility Services gave a brief talk regarding the service provided for our water tower maintenance. He indicated that the tank is inspected every year and approximately every 3 years it is cleaned out. There is also an option of an ROV inspection, which is a robot inspection. The village will keep this in mind when the time comes for our inspection. He also noted that all the reports are complete for the DNR. He reassured the board that the company has taken steps to improve their program, communication and dedication to provide their service. No other questions from the board at this time.
Haas made a motion to pay the bill from 2014 in the amount of $21,868.79. Gluege seconded. All in favor. Motion passed.
NEW BUSINESS
Discussion was had regarding sewer rates and possibly raising them. Gary indicated with the changes coming up in the next year it may be a good idea to start with a smaller increase rather than a large one all at one time. It was indicated that if we have extra income left at the end of the year in the sewer account that it should be moved into savings.
LIBRARY BOARD
Betty was not present and there has not been a library board meeting lately. There will be one on March 24, 2015 at 2pm. Clerk Christianson did let the board know that when she had met with the village attorney regarding the handbook that there was information in the proposed handbook that needed to be taken out regarding the library. Also it was noted that a Village board member needs to sit on the library board. This is not a position for the clerk to hold on the library board. Brown made a motion to appoint Ron Haas to the Library Board. Gluege seconded. All in favor. Motion carried.
ZONING ADMINISTRATOR AND ASSESSOR REPORT
Ric gave a short report regarding Tom Wilcox property. Ric stated he will get a letter together to send to him as the 45 days are up on March 11th 2015.
Ric also discussed county wide assessing which is a new bill attached to the budget bill. If the budget bill is passed, this is something municipalities can opt out of by resolution if wanted. Once more information becomes available Ric will let us know.
POLICE REPORT
Officer Jacobson handed out a copy of his report. Duane stated that the speed zone sign was set up today and will look at putting in on the East side of Livingston on Cty Rd E as the new signs were posted there for the speed limit change coming into Livingston by Iowa County. The UW Platteville College received a grant to help do a study for improving traffic speed while coming into Livingston on the West side starting at the well house.
TREASURER REPORT
Motion made by Loeffelholz to approve Treasurer’s report. Gluege seconded. All in favor. Motion passed. The bills were presented and the bill that was tabled last month from JI Construction Bill for $1800.00 was discussed. Richards made a motion to pay the JI Construction bill for half of the invoice price which is $900.00. It was indicated that Tim Loeffelholz of The Friendly Place would pay the other half. Haas seconded. Roll call vote; Deb France-yes, Kimberly Loeffelholz-abstain, Kyle Richards-yes, Ron Haas-yes, Rosemary Gluege-no. Tom Brown and Ryan Walters-absent. Motion passed.
France motioned to accept and pay bill from JI Construction for $3543.75 for snowplowing out of the general Village fund. Loeffelholz seconded. All in favor. Motion passed.
Motion made by France to approve clerk to transfer money between bank accounts. Loeffelholz seconded. All in favor. Motion passed.
CLERKS REPORT
Johnson and Block compilation audit numbers should be in by next month. The 3 auditors that were present and worked on the audit only needed a day at the Village office. They had a lot of the work given to them before hand and were able to get a lot done at their office.
Christina met with Attorney Brownlee and went over and discussed in detail the employee handbook. A lot of changes need to be made and revised. Health Insurance distribution for full time employees will be updated and Library information needs to be changed as the Village Board was informed they are only a donator to the library. The Library Board is what controls the Library Board and has final say. This also means that the Library Board will have more responsibility for expenses if they so choose to do extra things as the Village will give a certain amount every year to them when they present to the Village their budget, just like the Village does with the Livingston-Clifton Fire Department. Christina hopes this will be ready to proof by next month. Discussion regarding Tom Wilcox property was had and Christina informed him that his property was zoned I-1. Mr. Wilcox stated he just wanted a place to store his trailers (semi and truck trailers). Christina informed him that they had to be registered and licensed. Christina also sent him a copy of the zoning ordinance. Christina and Ric have been in contact with each other and Ric was present tonight mainly because Mr. Wilcox was going to be in attendance to discuss any other options. Mr Wilcox was not at this meeting.
PRESIDENTS REPORT
Health Insurance discussion was tabled until next month.
MAINTENANCE
Gary gave a report from the DNR. Gary received a price quote from Ritchie Implement in Cobb for a new lawn mower. Before purchasing, Gary would like to test drive the mower before purchasing and would also like for it to have a front attachment for dual purpose use like sweeping or sidewalk plowing. Gary explained that a company is interested in putting a receiver on water tower for internet use. Gary is working with them on a deal for free internet like we get now for 3-4 services for the villages use. Gary will have more information next month.
The overhead door at the cold storage has had opener problems and the motor is broken. It would cost approximately $880.00 to replace.
Deb indicated that since she is not running for re-election she would still be willing to take care of the website and teach Kimberly. Clerk Christianson will keep her updated and let her know what needs to be put out there on the website as will Gary.
Gluege made a motion to adjourn at 8:30 pm. Loeffelholz seconded. All in favor. Motion passed.
Next Village Board meeting will be on Tuesday, April 14, 2015 at 7pm
