VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –FEBRUARY 10, 2015
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village President, Tom Brown.
Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 2/5/2015.
Roll call: Brown-present, France-present, Gluege-present, Haas-present, Walters-present, Loeffelholz-present and Richards-arrived at 7:05pm. Also present was Greg Marsh, Nate Dreckman (arrived at 7:15), Duane Jacobson (arrived at 7:45) Gary Stuckey and Clerk Christianson.
Motion made by Loeffelholz to approve January minutes. France seconded. All in favor. Motion passed.
MAINTENANCE
Gary gave a brief report. Uniforms have been ordered and are ready to be picked up. 60 trees have been purchased through Grant County and will be delivered in April. This is a special program and the trees will be smaller however Gary has some areas where they will be planted. The total cost for all 60 trees was $51.50. All signage will be done this spring/summer for the south end of town. Gary and Clem will be working on inventorying and cataloging village belongings for insurance purposes and for Village safety. Gary would like Kruser septic to do approximately 2000-3000 feet of sewer main cleaning and televising this year.
OLD BUSINESS
Recycling and garbage rates were discussed and Clerk Christianson presented information on monthly charges that the Village pays Faherty Recycling. The village is still losing money and covering the cost that is not being collected from residents. Brown made a motion to increase the Garbage/Recycling rates from $10.35 to $11.35 effective immediately. Loeffelholz seconded. Roll call vote: France-yes, Loeffelholz-yes, Walter-yes, Richards-yes, Haas-yes, Gluege-yes and Brown-yes. Motion passed.
ZONING ADMINISTRATOR AND ASSESSOR REPORT
Ric was not present
LIBRARY BOARD
Betty was not present and there has not been a library board meeting lately.
POLICE REPORT
Officer Jacobson handed out a copy of his report was given to board members and discussion over the ATV route was had. No conclusions as of yet and it was tabled until next month, however it was noted that everyone agreed on option i –current- for the route location and ii -option 1 for route access (See attachment from Duane report). Sherriff Nate Dreckman gave a presentation on what has been done in the last year here at the Village of Livingston and how great it has worked with the County working for the Village. All agreed. Duane discussed some ideas on how to get traffic to slow down on Cty Rd E coming in from the west side of town. This will get looked at more next month and into the spring.
NEW BUSINESS
Gluege made a motion to gift a gift of $250.00 payable in Livingston bucks to Double M Cattle company- Mike and Matt Mueller for the use of their quarry for village burning purposes. Haas seconded. All in favor. Motion passed.
TREASURER REPORT
Motion made by Loeffelholz to approve January Treasurer’s report. Brown seconded. All in favor. Motion passed. Motion was made by Loeffelholz to approve clerk to transfer money between bank accounts. Gluege seconded. All in favor. Motion passed.
Richards motioned to accept and pay bills. JI Construction for $2000.00 for snowplowing out of the general Village fund. JI Construction Bill for $1800.00 was tabled until next month as Attorney Brownlee will be advising on who is to pay and/or portion it out with the involved parties.
CLERKS REPORT
Health Insurance information was discussed briefly. Christina had contacted and got a few price quotes from comparable companies however at $2000.00 to $3000.00 a month for just health insurance premiums for Gary and Christina, this seems a little much and Christina will look more at other possible options. Christina discussed the County Rd E sidewalk and some complaints that have come in on it cracking. It has been discussed with Bart from Delta 3 Engineering and Bart said it would be inspected in the spring when things are thawed out and reminded the board to keep in mind we have a one year warranty on the project. Christina discussed Tom Wilcox and that he received his letter regarding the property north of town. He is zoned I-1 and Christina will send a copy of the ordinances on what can be done with that lot and what can’t. Sent Julie Winders letter out but have not heard back from her as of yet.
Brown made a motion to donate $100.00 to the yearly Easter party. France seconded. Loeffelholz abstained. All in favor. Motion passed.
PRESIDENTS REPORT
None
Haas made a motion to adjourn at 8:50 pm. Gluege seconded. All in favor. Motion passed.
Next Village Board meeting will be on Tuesday, March 10, 2015 at 7pm
