HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7:00 pm by Village President, Tom Brown.

 

Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 1/8/2015.

 

Roll call: Brown-present, France-present, Gluege-present, Haas-present, Walters-present, Loeffelholz-present and Richards-present. Also present was Ric Riniker, Bart Neis, Clem Wiegman, Greg Marsh and Clerk Christianson. Tim and Kristi Loeffelholz arrived at 7:05pm.

 

Motion made by Loeffelholz to approve December Minutes. Gluege seconded. All in favor. Motion passed.

 

DELTA 3 ENGINEERING

 

Bart Nies discussed pay application #4 and Change order #1 for Rule Construction. Discussion was had regarding these and Grant County getting a refund of $2000.00 due to the change order. Village has a few options. Mill off and repave where the cold joint is by Joe Klein home and Watson street, take all off and repave or take the deduct/credit for change order #1. Bart stated that this was a fair offer by Rule Construction and was actually more than he thought it would be and also to keep in mind that the whole project has a one year warranty. Motion made by Brown to approve change order #1 noting that (22 feet in middle is county share). Haas seconded. All in favor. Motion passed.

 

Motion made by Haas to approve pay application #4 for $119,323.07 for Rule Construction. Gluege seconded. Roll call vote: France-yes, Loeffelholz-yes, Walter-yes, Richards-yes, Haas-yes, Gluege-yes and Brown-yes. Motion passed.

 

OLD BUSINESS

 

Discussed Tom Wilcox letter to be sent regarding his Conditional use permit. Ric Riniker will look at dates and discuss with Christina when to send and also to send it certified mail with return receipt. Discussed Julie Winders letter for her garage that is a hazard. Ric and the board thought that 90 days was a fair amount of time to give to have the problem resolved. Christina will send the letter out this week.

 

Discussion on the ATV route was tabled until next month as Duane was not present.

 

ZONING ADMINISTRATOR AND ASSESSOR REPORT

 

Ric stated he finished the tax blotter and sent updated cards to those who had reached their limit on the building permits for 2014. Ric also said that Iowa County has informed him that the Board of Review will be late this year and that we shouldn’t set a date until Laura Jean who is the County tax assessor says it ok for us to do so. This has to be done during a certain time frame and that is within 30 days after the 2nd Monday of May.

 

LIBRARY BOARD

 

Betty was not present.

 

POLICE REPORT

 

Officer Jacobson was not present but had a copy of his report to give to board members. No update on speed sign was given.

 

NEW BUSINESS

 

Discussion was had regarding the current garbage fee and possibly raising it. Right now the village covers the cost that is not covered by the residents of Livingston. Faherty’s monthly charges for recycling are $1430.52 and garbage collection is $1692.52 for a total of $3123.04 per month. Currently we charge the residents $10.35 per month for garbage/recycling. Tabled until

 

next month when we have more information on what we should charge. Christina will look into the numbers.

 

TREASURER REPORT

 

Motion made by Haas to approve December Treasurer’s report. Gluege seconded. All in favor. Motion passed.

 

Motion was made by Loeffelholz to approve clerk to transfer money between bank accounts. Walter seconded. All in favor. Motion passed.

 

Brown motioned to accept and pay bills. JI Construction for $2295.00 out of the County Rd E Village fund. This was done for work on county Road E by rock ditch. Utility Service bill was tabled and Christina did state that a representative was here to let us know he is the new person in charge on the account and gave us his name and number as well as the name and number of the person in charge of billing. Christina did say that Gary did meet with him also.

 

CLERKS REPORT

 

Christina has been still looking into options for alternative Health Insurance options as the Village should not be reimbursing the employees for such expenses. Discussed options and it was decided that Christina will contact Tri-core Insurance out of Platteville to see if the Village can have a policy and have two employees on there and the Village pay directly to the insurance company. Christina will get back to the board on that. Johnson and Block will be here February 9th and 10th for the audit this year.

 

PRESIDENTS REPORT

 

None

 

MAINTENANCE

 

Brown read Gary’s notes as Gary was not present at meeting. The notes included the following: Water sampling has been completed for 2014 and the DNR has also been in and inspected and everything is in compliance. Gary has meet with Jeremy from JI Construction and discussed installing a culvert through the drainage area going West of S. Park St. near Rick Slacks. Gary will look at it again in the spring for pricing. This is an area that has a lot of issues with water retain-age. Gary also asked if the board would be interested in getting pricing for some type of equipment for clearing snow from the sidewalk on Cty Rd E as had been discussed before. Now seems like a good time since the Cty Rd. E project is under budget and it will be hard for the Village to save up enough money to purchase something in the near future. Gary has asked Patrick Loeffelholz to sweep Cty Rd E sidewalk and keep track of his work. We can pay him this as well as sweeping parks for us in the spring which is another expense we could eliminate. Tom Esser will be taking down the Christmas lights this Thursday and putting banners back up.

 

Gluege made a motion to adjourn at 8:20 pm. Richards seconded. All in favor. Motion passed.

 

Next Village Board meeting will be on Tuesday, February 10, 2015 at 7pm
