VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –JULY 8, 2014
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00 pm by Village President, Tom Brown.
Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 7/2/2014. Board member packets were delivered to all members on 7/2/2014.
Those in attendance: R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes, D. France-Yes, K. Loeffelholz-Yes and K. Richards-Absent. Also present Bart Nies, Ric Riniker, Charles Hrubes, Duane Jacobson, Gary Stuckey and Clerk Christianson.
Motion made by Loeffelholz to approve June Minutes with the correction to change the adjourning time to add one more zero to 8pm as it was missing a zero. Gluege seconded. All in favor. Motion passed.
DELTA 3 ENGINEERING REPORT-MARK DIGMAN
Gluege made a motion to approve the pay request #3 for MZ construction in the amount of $148,850.42 for County Rd E. Haas seconded-Roll call vote: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes and R. Gluege-Yes. Motion passed.
Bart updated the board on the construction for Cty Rd E and indicated that they are ahead of schedule by about 2 weeks or more. Rule construction hopes to start the following week when MZ construction is finished.
The project on Cty Rd “E” east in Iowa County has been staked and marked out, however construction will not start until the end of July. Rule excavating will be the subcontractor.
LIBRARY BOARD
Christina stated that there was a meeting and it was approved by the Library board to increase the part time wages by .75 cents an hour and the library would cover that cost. They also approved having the library open for at least 3 more hours and that cost would also be covered by the library board. Christina stated that there will not be a meeting in July but the library will have a meeting in August. The board wants Betty at the next Village meeting to discuss and this will be on the Agenda for August.
ASSESSOR/ZONING REPORT
Ric gave a brief report. He informed the board of the Audrey Fecht property and violations it has and presented the board with pictures. Ric has talked with them and has given them until Monday night 7-14-14 to clean it up and get items off property. If they fail to do so, citations will be issued. Ric also gave the board information on the shed that is being built at the Linda Rundell property. Ric has measured the height of the building and will be meeting with them on Friday, 7-11-14 to inform them that the building is too high and to discuss what needs to be done. The setbacks were measured and are at 6 feet from the property line which was another concern but is within the Village ordinances. Ric stated that there are stairs (Stringers) on the outside to go up and that is ok. Ric gave an example to the board and told them to think of it like a tree house on someone’s property. Ric will keep Christina posted on the issue when he meets with them on Friday 7-11-14. Ric has not heard anything further from Tom Thompson on the changing of zoning for his business on Center Street.
POLICE REPORT
Officer Jacobson gave his report and handed out the incident report to board members. Brown made a motion to make the temporary stop sign on Woodward and Grand to a permanent stop sign. Loeffelholz seconded. All in favor. Motion passed.
Duane is still waiting to get the antenna for the speed trailer. It is an older model and they don’t make it any longer, however Duane is checking into other options to get it replaced with an old one maybe the state would have. Also discussed permanent speed signs on posts and ringing of the siren in the event of a tornado/storm.
NEW BUSINESS
Haas made a motion for approving Charles Hrubes to do a quit claim deed for the property he recently purchased off of State Hwy 80 (Elizabeth Mueller property) as the railroad ran through the property and it was not taken back when the Village offered to residents at that time. Loeffelholz seconded. All in favor. Motion passed. The board also told him to talk to Dave Lambert regarding his interest in putting in a second driveway.
Christina informed the board that Heather McLean wanted to purchase some equipment for the Sports Park with the money they raised from Tournaments this summer. She is looking into it yet but wanted to know what needed to be done for approval. Heather will attend next month’s meeting.
France made a motion to approve the loan for County Road E at the Livingston State Bank for up to $550,000.00. Loeffelholz seconded. All in favor. Motion passed.
Brown indicated that the tree that was removed by the sports park is not the Village’s tree and he would let Bobby Myers know that he would not be reimbursed for expense on that.
John Scullion sent a letter along with a bill to the Village regarding his sewer backing up. Gary informed the board that he had talked to Matt Lenz who had done the work (unplugging) for John and has done work for John in the past. They did state that is was plugged with tree root. Scullion stated that it was far enough out to be on the Village side of expense. Matt Lenz stated that they ran into the plug a foot short of the sewer main on the village connection lateral. Gary will talk to John Scullion and let him know that the Village will not be paying the bill.
TREASURER REPORT
Motion made by Gluege to approve June Treasurer’s report. Loeffelholz seconded. All in favor. Motion passed.
Motion was made by Loeffelholz to approve clerk to transfer money between bank accounts. Haas seconded. All in favor. Motion passed.
Bills presented are: Scott Construction in the amount of $12,350.00 and Econo Signs for $2988.51. Brown made a motion to accept the bills. France seconded. Roll call vote: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes and R. Gluege-Yes Motion passed.
CLERKS REPORT
Christina went over a few items that had been discussed with the Village attorney. The access way to the water tower will be put on next month’s agenda after we discuss some other options and look at where the property lines are for a possible sign. ATV/UTV maps are in the process of being made by Grant County Economic Development. We had agreed to let the route go through Livingston and had a special route to area businesses on Grand Street to Barber Street through the end of the road in Iowa County in our industrial park. This is to be updated and approved yearly so we will look at it in September or October.
PRESIDENTS REPORT
Brown handed out the updated committee member sheet and had made a few changes.
MAINTENANCE
Gary gave his report and discussion was had regarding Clems snow plow. There have been a lot if issues with it this past year and was “patched” mid-way through the year but still needs work done. Welding, hydraulic hoses, box-which will be around $2500.00 to replace and the wings are starting to wear. Also a new plow would be around $6000.00. The board needs to decide if we should fix it or buy new one. We could probably get around $2500.00 for selling our snow plow. Gary will look more into this and we will discuss at next board meeting. Gary also stated that this is the time to look at getting a skid loader. He has priced them out previously and they run about $15000.00 to $20,000.00 with no attachments. (That’s getting a municipal deal). We would need a bucket and broom or snow blower for attachments. Gary talked with Utility Services and they indicated they need to come in and completely drain and clean the water tower. Gary told them it would have to be later this summer/fall due to the road work. He did state that it may have to wait until next year as we still need it fixed with the rust issues and we have been waiting to hear from them on that. Gary will keep us updated as to what the next step should be and when.
