VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

TUESDAY –JUNE 10, 2014

 

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7:00 pm by Village President, Tom Brown.

Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 6/5/2014. Board member packets were delivered to all members on 6/5/2014.

 

Those in attendance: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes and K. Richards-Yes. Also present Greg Marsh, Mark Digman, Gary Stuckey and Clerk Christianson. Tom Thompson arrived at 7:05pm.

 

Motion made by Loeffelholz to approve May Minutes with the correction in the presidents report to change old school park to sports park. France seconded. All in favor. Motion passed.

 

DELTA 3 ENGINEERING REPORT-MARK DIGMAN

 

Loeffelholz made a motion to approve the pay request #2 for MZ construction in the amount of $136508.50 for County Rd E. Walter seconded-Roll call vote: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes and K. Richards-Yes. Motion passed.

Mark updated the board on the construction for Cty Rd E and indicated that they are ahead of schedule and all is going pretty smoothly. One change is by Angela McIntyre Home and that is to cut out curb for driveway where the bushes currently are.

There will be a preconstruction meeting on June 26, 2014 at 9 am for the project on Cty Rd “E” east in Iowa County.

LIBRARY BOARD -None

 

ASSESSOR/ZONING REPORT

 

Ric was not present. Christina gave a brief overview of the Audrey Fecht property. Ric sent a letter Audrey regarding items on property and that they need to be removed.

 

POLICE REPORT

 

Officer Jacobson was not present. Christina handed out his monthly report to board members and informed them that we will be meeting with Attorney Brownlee to discuss some items.

 

NEW BUSINESS

Tom Thompson was present and asked if the Village board could /would abolish the ordinance regarding living or having a residence on main street. The board informed him that he needs to talk with Ric Riniker on this and we will also discuss with our Village attorney to see what the steps are and if it’s in the best interest of the Village to do so.

 

TREE REPORT

There have been 5 trees planted at Bell Park that the Village purchased.

 

TREASURER REPORT

 

Motion made by Loeffelholz to approve May Treasurer’s report. France seconded. All in favor. Motion passed.

Motion was made by Haas to approve clerk to transfer money between bank accounts. Loeffelholz seconded. All in favor. Motion passed.

Bills presented are: Delta 3 Engineering in the total amount of $217.00 out of general for TIF-1 related projects, Ric Riniker for $4532.93 for 2014 assessor fees, Baer Insurance for $4919.00, JI Construction for $1000.00 out of water acct. and Kimberly Loeffelholz for $213.11 for reimbursement of replacing ½ of her sidewalk. Brown made a motion to accept the bills. Haas seconded. Roll call vote: K. Loeffelholz-Yes (but abstaining from the payment to her), D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes and K. Richards-Yes. Motion passed.

 

CLERKS REPORT

 

Liquor License, Cigarette and Operator License Approval

Motion was made by France and seconded by Gluege to approve a Class B Beer & Liquor License for Alley Oops. Roll call vote-All in favor. Motion carried.

Motion was made by Haas and seconded by Loeffelholz to approve a Class B Beer & Liquor License for Rebel’s Northern Exposure. Roll call vote-All in favor. Motion carried.

Motion was made by Loeffelholz and seconded by France to approve a Class B Beer & Liquor License for J’s Bar and Grill. Roll call vote-All in favor. Motion carried.

Motion was made by France and seconded by Haas to approve a Class A Beer License for Friendly Place. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Richards and seconded by Brown to approve a Tobacco License for Friendly Place. Roll call vote-All in favor. Motion carried. Loeffelholz abstained.

Motion was made by Loeffelholz and seconded by Richards to approve a Tobacco License for Alley Oops. Roll call vote-All in favor. Motion carried.

Motion was made by Haas and seconded by Loeffelholz to approve operator’s licenses for Scott Wells, Eldon Warne, Rachel Graber, Nick Johannesen, Cindy Blum, Terry Blum, Jennifer Klaas, Renee Eisele, Mark Myers and Jessica Medina. Roll call vote-All in Favor. Motion carried.

Motion was made by Brown to approve Outdoor Beer Garden Permit license for LCIC from June 20-22th 2014. Loeffelholz seconded. Roll call vote -All in favor. Motion carried.

 

MAINTENANCE

 

Gary gave his maintenance report. The signs have been ordered but are not in yet. Sludge has been hauled, Esser electric will check out the outlets at memorial park, fire hydrants will be flushed this Friday with the exception of the hydrants on Cty Rd E, we have not heard anything back from Utility Services regarding the water tower and will wait on paying their bill. Gary did ask the board members for their help in sampling the water for lead and copper.

 

Loeffelholz made a motion to adjourn at 8:00pm. Gluege seconded. All in favor. Motion passed.

 

 

 

Next Village Board meeting will be on Tuesday, July 8, 2014 at 7pm
