REGULAR BOARD MEETING MINUTES

 

TUESDAY –MAY 13, 2014

 

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 6:41pm by Village President, Tom Brown.

 

Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 5/8/2014. Board member packets were delivered to all members on 5/9/2014.

 

Those in attendance: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes and K. Richards-Yes. Also present Greg Marsh, Duane Jacobson, Bart Nies, Betty Schambow, Gary Stuckey and Clerk Christianson. Dave Ostendorf was also present for parts of the meeting.

 

Motion made by Loeffelholz to approve April Minutes. Gluege seconded. All in favor. Motion passed.

 

DELTA 3 ENGINEERING REPORT-BART NEIS

 

Richards made a motion to approve the pay request #1 for MZ construction in the amount of $192,318.22 for County Rd E. France Seconded-Roll call vote: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes and K. Richards-Yes. Motion passed.

 

Gluege made a motion to approve and publicly endorse the Fair Housing Act and the Village board will promote and endorse the principals of the Fair Housing Act and adhere to the Fair housing Laws of the Village of and the State of Wisconsin. Walter seconded. All in favor. Motion passed. Christina has displayed the ordinance at the village office. The poster for fair housing is displayed at the Village Office as well. Bart updated the board on the construction for Cty Rd E and indicated that despite the weather they are ahead of schedule.

 

LIBRARY BOARD

 

Betty was present and gave a report to the board on library issues. Betty is thankful for the lighting that was put up on side of Village office and Library. Betty thought that it would still be nice to have one more light near the rear of the building by garage doors as it is still really dark back there. Gary stated that they didn’t want to do that as it may cause complaints from the neighbors. The library had their annual tea and card party and it was well attended. The friends of the library put it on this year as the Homemaker tea group dissolved last year. There were donations in the amount of $192.50.

 

Karen Fisher was hired by the library as a part time fill in as needed.

 

Gluege made a motion to approve Jean Slack and Marcella Danti for library board members for a three year term. Loeffelholz seconded. All in favor. Motion passed.

 

ASSESSOR/ZONING REPORT

 

Ric was not present. Christina gave a brief overview of the Audrey Fecht property. Ric is aware that there are still items on the property that need to be removed and he will be contacting them soon. The building has been moved off the property. Christina let the board know that Ric did issue a building permit to Linda Rundell for a shed on her property as the forms that were

 

submitted passed Ric’s approval as long as the set back and size of building are actually what the specs show. Ric did make sure Cory Rundell, who is building the shed on his mother’s property understood this.

 

POLICE REPORT

 

Duane Jacobson gave his log report indicating activity in Livingston. He discussed some ordinance violations and traffic on Jackson Street, as area residents on that side of town are mainly using that street since Cty Rd E is detoured. Dog ordinances are being enforced as Christina and Duane are working closing on this to ensure area residents have licensed their dogs. Duane stated that we got the speed sign from Jones however; Jones stated that the antenna is still being repaired. Duane said he would look for a used one at Lancaster that may fit and work for our sign.

 

TREE REPORT

 

Gluege let the board know that they did have a meeting however she was unable to attend as she was helping with the utility bills that day.

 

The tree board did purchase 5 trees and Gary picked them up at Menards for them. The village will reimburse Marcella Danti for the trees which are a budget item.

 

OLD BUSINESS

 

Loeffelholz made a motion to put up a stop sign to help slow the traffic down at the intersection of Jackson and Grove Street by Bell Park. This will be a permanent stop sign. Brown seconded. All in favor. Motion passed

 

TREASURER REPORT

 

Motion made by Gluege to approve April Treasurer’s report. France seconded. All in favor. Motion passed.

 

Motion was made by Haas to approve clerk to transfer money between bank accounts. Loeffelholz seconded. All in favor. Motion passed.

 

Bills presented are: Delta 3 Engineering in the total amount of $14,705.00 ($6771.00 out of general for TIF-1 related projects and $3967.00 out of general account for County Rd E project work, $1983.50 out of Water and $1983.50 out of sewer for County Rd E project work). Loeffelholz made a motion to accept the bills. France seconded. Roll call vote: K. Loeffelholz-Yes, D. France-Yes, R. Haas-Yes, T. Brown-Yes, R. Walter-Yes, R. Gluege-Yes and K. Richards-Yes. Motion passed.

 

CLERKS REPORT

 

Christina swore in the Village trustees, Kyle Richards, Ryan Walter and Ron Haas for a two year term. Vacation request was approved for Christina for the dates of May 20, 21, 22 and June 23, 24, 25 and 26, 2014.

 

PRESIDENT REPORT

 

Dave Ostendorf was present and asked the board if the lions club could do some building in our building or add some part onto our building located at the old school ballpark. He would like to have a cooling room with an air conditioner in it for beverages to cool down in before refrigerating them. The board didn’t think this was a good idea and gave Dave some alternate ideas to try.

 

MAINTENANCE

 

Gluege made a motion to approve the compliance maintenance annual report which is resolution #PW2014-01 for Livingston Wastewater Treatment Facility. Richards seconded. All in favor. Motion carried. The floor at the Memorial park bathrooms will not be replaced. It is too costly at this time. The memorial stones at the Memorial Park will be moved by next weekend. Discussed some options with horse and buggy carriages and horse droppings. Christina has talked with the City of Fennimore and got some ideas from them as they are trying to work with the same problem. Gary has been in touch with Utility Services regarding painting of the water tower and he is waiting to hear back from the. Gary thinks they will now want to wait so the tank does not sweat on the outside while painting. We will wait to pay anything on their bill.

 

Gluege made a motion to adjourn at 8:04pm. Loeffelholz seconded. All in favor. Motion passed.

 

Next Village Board meeting will be on Tuesday, June 10, 2014 at 7pm
