VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –MARCH 11, 2014
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 7:00pm by Village President, Tom Brown.
Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 3/6/2014. Board member packets were delivered to all members on 3/6/2014.
Those in attendance: Loeffelholz-Yes, France-Yes and Haas-Yes, Brown-Yes, Walter-Yes & Gluege-Yes. Richards arrived at 7:05pm. Also present Greg Marsh, Mark Digman, Duane Jacobson, Tim Loeffelholz, Kristi Loeffelholz, Gary Stuckey and Clerk Christianson.
Motion made by Loeffelholz to approve February Minutes. Gluege seconded. All in favor. Motion passed.
ASSESSOR/ZONING REPORT
Motion made by Richards to set Open book date for May 13, 2014 from 9:00-11am and Board of Review for May 20, 2014 at 5:30-7:30 pm. The meetings will be held at the Village Office. Walter seconded. All in favor. Motion passed.
DELTA 3 ENGINEERING REPORT-BART NEIS
Mark Digman was here to present the preliminary project plans for County Highway Road E-East of Highway 80 in Iowa County for the TIF #1 district. Board discussed the options and expenses. Tim Loeffelholz voiced his opinion regarding the project and would like for it to be done. There are drainage problems right at the intersection of County Rd E and Hwy 80. Tim Loeffelholz also stated he didn’t want his driveway to old station moved back. This may be a State of Wisconsin decision and not the Villages. Kim Loeffelholz stated she thought the project should be done since we are doing the west side of County Road “E”. Mark stated that Iowa County is unable to give any funding to this project as they have their budget set and the road was seal coated a year or two ago, so the road itself they feel is up to par. There is TIF #1 money that can be used to improve this project until the TIF #1 end expense date of September 28, 2014. However, the Village would still have to take out a loan and pay interest out of its own pocket. Loeffelholz made a motion to approve and set sealed bid date for April 8, 2014 at 1pm to be held at the Village Office. Walter seconded. All in favor. Motion passed.
LIBRARY BOARD
No report.
POLICE REPORT
Duane Jacobson gave his log report indicating activity in Livingston. He would like to get the speed sign back from Steve Jones and have it fixed so we can start using it here and in Montfort. Duane discussed applying for a grant to help pay for some safety items like cameras, signs, and implementing safety programs as well. There is money in the budget for things like this and Walter suggested that the Village purchase cameras now and if we receive the grant, the Village could be paid back.
Curfew was discussed and alternative options, like community service for enforcing the curfew instead of issuing a ticket. Duane will look into this more as we would need to change our ordinance book if that is something we wanted to do.
TREE REPORT
Gluege reported that the Tree Board is looking at doing a possible fundraiser to buy garden plants. France will put some mention on the website as soon as more information is available. Arbor Day celebration will be held at Hazel Dell School in honor of Mary Ann Gray, as she was a Tree Board member. The Board is looking at planting trees in her memory.
Brown informed the board that Alliant Energy took a tree down today by the Staskal home on Grove Street, that was interfering with the lines and a danger to the area.
OLD BUSINESS
Clerk Christianson reported that our lease agreement with GFC for the copy machine is up March 15, 2014. At that time we can buyout the machine for $1.00. However, we will still want to keep
the maintenance agreement in case of repairs which is a yearly fee. Christianson will see that this is accomplished.
TREASURER REPORT
Motion made by Haas to approve February Treasurer’s report. Gluege seconded. All in favor. Motion passed.
Motion was made by Haas to approve clerk to transfer money between bank accounts. Gluege seconded. All in favor. Motion passed.
Bills presented are: Livingston Co-Op Oil in the amount of $2437.00 for 3 months worth of fuel oil, JI Construction in the amount of $6600.00 out of General and $2500.00 out of Water and Delta 3 Engineering in the total amount of $11,039.33 ($2167.00 out of general for TIF-1 related projects and $4561.17 out of general account for County Rd E project work, $2155.58 out of Water and $2155.58 out of sewer for County Rd E project work). Brown made a motion to accept the bills. Gluege seconded. All in favor. Motion passed.
CLERKS REPORT
Gluege made a motion to approve clerk Christianson to attend her third year for Clerk/Treasurer School through the UWGB during the dates July 13 through July 18, 2014 at the KI convention center in Green Bay, WI. Haas seconded. All in favor. Motion passed.
Richards made a motion to donate $100.00 towards Livingston Easter Egg Hunt Party. Haas seconded. All in favor with Loeffelholz abstaining. Motion passed.
Clerk Christianson will be attending a few trainings and workshops in March and April for District 4 clerk association, elections, zoning and Board of Review. Clerk is also preparing for April 1, 2014 election and will hold pre-lat and public test in March.
A representative from Ron Johnson’s office will be at the Village on March 19, 2014 from 1:30-2:30 if anyone has any questions, please stop in and talk with her.
Christina will get Deb the emails that she has on the information sheets from area residents so Deb can invite them to sign up for the website and get notifications. Deb reported that the website has been increasing in size for members.
PRESIDENT REPORT

MAINTENANCE
Gary stated that one customer’s service was frozen on Februrary 20, 2014. It cost the Village approximately $400.00 to fix as it was our responsibility due to being frozen past curb. February 25, 2014 the Village issued a mandatory drip/stream the size of a piece of yarn for all area residents to prevent any further freezing of lines and village laterals. Gary stated that the water temperature was 32 degrees at that time. Currently today it is about 37 degrees but other areas are still colder. Gary feels when the water temperature reaches 40 degrees we can stop the mandatory drip/stream. Esser electric installed 2 outside lights on village/library building for safety and security. Brown asked why the third light wasn’t installed as planned and Gary felt that the light may be too bright for residents and shine in their windows. Gary stated if it is still too dark by garage doors and back of building, he will have Esser install the third light.
Gary let the board know that a water line broke down by the old cheese factory on County Road E due to old pipes not freezing issues. It was repaired the same day and service was restored to area residents. The starter on the street sweeper went out and will be repaired soon. Gary discussed the gutter and downspouts on village building and the serious ice issues it creates on the sidewalk and road in front of the village office and library. He discussed moving the downspouts, adjusting the gutters and putting stoppers on roof to help with sliding snow. Will do some research on this and hope to look at it more in the summer and/or fall of this year.
Gary will be at the Wisconsin Rural Water Association conference from March 26-28 in Green Bay. Gary discussed and reviewed information on the Bobcat the Village is looking into purchasing. We will wait to decide on getting prices and purchasing a bobcat until the County Road E project is completed, due to possible unforeseen costs. Gary would like to purchase a video camera for different uses within the Village. There is money in budget to board told him to go ahead with purchasing one.
Gluege made a motion to adjourn at 8:30pm. Richards seconded. All in favor. Motion passed.
Next Village Board meeting will be on Tuesday, April 8, 2014 at 7pm.
