VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –July 9, 2013
HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 6:57pm by Village President, Thomas Brown.
Clerk Christianson verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 7/03/13. Board member packets were delivered to all members on 7/03/2013.
Those in attendance: Brown- Yes, Gluege-Yes, Walter-Yes, Loeffelholz-Yes, Richards- Absent, France-Yes and Haas-Yes. Also present Nate Dreckman, Jack Johnson, Gary Stuckey and Clerk Christianson.
Motion made by Loeffelholz to approve June Minutes with the correction of the misspelled word “groug” and change to the word group in the Maintenance report section. Gluege seconded. All in favor. Motion passed.
ASSESSOR/ZONING REPORT
None
DELTA 3 ENGINEERING REPORT-BART NEIS
Christina gave a brief report for Bart as he was not at the meeting. Christina discussed borrowing money from Livingston State Bank for Highway County E project stating that the rates as of today may be different when we actually need the loan. We are still waiting to hear if we are approved through the DNR for lending. Bart is continuing on the design process and working with Gary on deciding on what sewer pipes need to be replaced.
TIF distressing is in process and Bart and Jay are working on getting the Amendments done. We hope to have the Joint Board of Review meet in August for the first step.
LIBRARY BOARD
Christina let the board know that the Library Board did not have a meeting in June, however the Library has been very busy.
OLD BUSINESS
Gary had more information on the permanent and portable flushing units. Gary will talk with Village of Linden and Village of Montfort to see if they would like to share the flusher and the expense. This would only work for the portable one and that can only be used in the summer. Gary will let the board know at the August meeting. Prices are approximately $2684.00 for the permanent model and $1847.00 for the portable model. This does not include anything else involved with the installation process.
POLICE REPORT
Steve Jones is officially retired from the Village of Livingston as of June 30, 2013. Grant County Sheriff, Nate Dreckman and Chief Deputy/Undersheriff, Jack Johnson were present at the meeting and discussed the options that the Village has with contracting services through Grant County. Grant County is looking at hiring an officer to work with just the communities who have hired services through Grant County and hope for that to start around January 1, 2014. Right now there are three other communities who utilize Grant County for police services within their Villages. The Village would pay an hourly rate of $32.00 and that price includes everything. Hours will vary depending on circumstances, but with a minimum of 10 hours per week. Extra events will be though Grant County as they have been in the past.
France made a motion to accept and approve the contract with Grant County for Police services 10-15 hours a week starting August 1, 2013. Loeffelholz seconded. All in favor. Motion passed.

NEW BUSINESS
Update on Park preservation given by Loeffelholz. Walk/Run for Livingston Festival weekend had a less than desired turnout due to bad weather. Look next year at maybe holding it on Sunday instead of Saturday for more interested people as well.
On July 27, 2013 the Park preservation will be serving lunch for a tractor ride that will be stopping at Memorial Park. There will be 2 streets blocked for tractors to park without the worry of traffic.
TREASURER REPORT
Motion made by Haas to approve June Treasurer’s report. Loeffelholz seconded. All in favor. Motion passed.
Motion was made by Haas to approve clerk to transfer money between bank accounts. Loeffelholz seconded. All in favor. Motion passed.
Motion made by Gluege to approve bills presented, with Brown abstaining. The following bills are: Dick Tallman and Tom Brown Construction in the amount of $1080.00, Scott Construction in the amount of $11,197.00 and Delta 3 Engineering -grand total $10,088.00 (TIF Account $2640.00, Water Account $3724.00 and General Account $3724.00). Haas seconded. All in favor. Motion passed.
CLERKS REPORT
There are three new entrance signs into the Village of Livingston. France made a motion for the Village to put coverage on them through the Village’s Insurance so if in the future they will be covered as “Property in the Open”. Loeffelholz seconded. All in favor. Motion passed.
Loeffelholz made a motion to approve an Operator’s License for Jessica Medina on the contingency that she gets her online bartenders license course fulfilled. Haas seconded. All in favor. Motion passed.
PRESIDENT REPORT
None
MAINTENANCE
Gary gave a maintenance report and also discussed repair and replacement of line for electrical at Memorial park. Esser Electric will be working on that as it no longer works. Gary asked the Park committee to come up with a name for the Park by the old school which is referred to now as the “Old School Ball Park”. The Village would like to have an official name and sign located at the park as it gets used for numerous summer league ball games and tournaments throughout the summer.
Motion by Gluege to adjourn at 8:30 pm. France seconded. All in favor. Motion passed.
Next Village Board meeting will on Tuesday, August 13, 2013 at 7pm.
