VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING MINUTES
TUESDAY –June 11, 2013
HELD AT VILLAGEHALL-220 W. BARBER AVE, LIVINGSTON, WI 53554
Meeting called to order at 5:40pm by Village ClerkChristianson.
France made a motion to nominate Loeffelholz as actingPresident. Walters seconded. All in favor. Motion carried.
Those in attendance: Brown- Absent-arrived at 6:10pm,Gluege-Yes, Walter-Yes, Loeffelholz –Yes, Richards- Yes, France- Yes and Haas-Absent. Also present Bart Nies, GaryStuckey and Clerk Christianson.
Clerk Christianson verified the agenda was posted at theVillage Post Office, Village Message Board and Village Office on 6/06/13. Boardmember packets were delivered to all members on 6/06/2013.
Motion made by Loeffelholz to approve May Minutes. Gluege seconded. All in favor. Motion carried.
ASSESSOR/ZONINGREPORT
Ric was not present.
DELTA 3ENGINEERING REPORT-BART NEIS
Bart informed the Board that the Village of Livingstonreceived the grant from the state in the amount of $500,000.00 for work onHighway County Road “E”. We originallyasked ½ of the estimated cost which was $750,000.00 but the maximum amountallowed by the state is $500,000.00. TheDepartment of Administration sent the contract for the Village to sign and TomBrown had signed it when we received it and it’s been returned to thestate. The village has 90 days from thedate of the award letter which was May 24, 2013 to start the project. We will start the paperwork and other smallitems but no physical digging work will begin until spring of next year as itis too late in the year to start getting bids and begin work on road to be donein time for winter. Bart will work ongetting the bidding process out after the 1st of the year.
Grant County has allocated the Village of Livingston$330,000.00 for the work on Highway County “E” also. A Safe Drinking Water Loan Grant applicationis in the works with Delta 3 and Christina. This would also be for the work onHighway County “E”. Delta 3 will get theremainder of the paper work and turned in to the state by June 30, 2013.
Gluege made a motion to approve the Safe Drinking Water LoanGrant application. Richardsseconded. All in favor. Motion carried.
France made a motion to approve Authorization for Resolution#2013-06110 for the Safe Drinking Water Loan application. Loeffelholz seconded. All in favor. Motion carried.
Gluege made a motion to approve reimburse expenditures fromproceeds of borrowing for the Safe Drinking Water Loan program. France seconded. All in favor. Motion carried.
Gluege made a motion to approve Engineering ServicesContract for Highway County Road “E” project with Delta 3 Engineering. Franceseconded. All in favor. Motion carried.
France made a motion to approve Grant administrationContract for Highway County Road “E” with Delta 3 Engineering. Richards seconded. All in favor. Motion carried.
Christina will talk with Livingston State Bank and doublecheck what percentage the loans are at now and about how much we can borrow ifwe don’t get the grant money.
LIBRARY BOARD
Betty was not present. Christina informed the board that thesummer hours are now in effect so there are no Saturday hours and Thursday isextended from -4pm. Toddler Story timewill be starting June 12, 2013 and run through July 10, 2013. The summer reading program will also be from1-2 pm for 1st through 6th grade. There are other various programs that areavailable during the summer for kids to sign up for.
OLD BUSINESS
Loeffelholz gave an update on the Park Preservation.
The board discussed who to appoint for the member at largeto represent the village for the Joint Board of Review which will meet and willhave to grant approval for us to distress the TIF #2 (Grant County) and makeTIF #1(Iowa County) the donor TIF. Loeffelholzmade a motion to appoint Greg Marsh as the Tif #2 representative. France seconded. All in favor. Motion carried.
Brown rescinded the motion and France seconded therescinding.
Brown made a motion to approve Greg Marsh for the TIF #1representative. Loeffelholzseconded. All in favor. Motion carried.
Brown made a motion to approve Tim Loeffelholz for the TIF#2 Representative. France seconded. All in favor. Motion carried.
POLICE REPORT
Steve Jones was notpresent.
TREE REPORT
Gary gave a brief report on his meeting with the treeboard. They have yet to make somedecisions on the trees that need to be taken down. Some planting has been done around some lightposts.
NEW BUSINESS
Brown made a motionto let Gary Stuckey close Village streets as he sees fit for the Festival datesof June 21, 2013 to June 23, 2013. France seconded. All infavor. Motion carried.
TREASURER REPORT
Motion made by France to approve May Treasurer’s report. Waltersseconded. All in favor. Motion carried.
Motion was made by Loeffelholz to approve clerk to transfermoney between bank accounts. France seconded. All in favor. Motion carried.
Motion made by Richards to approve bills presented, withBrown abstaining. The following bills are: Dick Tallman and Tom Brown Construction in the amount of $3450.00 andBaer Insurance for $5798.00. Haasseconded. All in favor. Motion carried.
CLERKS REPORT
Christina gave a brief update on the work that has been doneat the Village Office. We are stillwaiting for flooring and that should be done by end of June.
Loeffelholz made a motion to approve Clerk Christiansonvacation for August 5, 2013 to August 15, 2013. Gluege seconded. All infavor. Motion carried.
Liquor License, Cigarette andOperator License Approval
Motion wasmade by Gluege and seconded by Richards to approve a Class B Beer & LiquorLicense for Alley Oops. All in favor. Motion carried.
Motion wasmade by Loeffelholz and seconded by Gluege to approve a Class B Beer &Liquor License for Rebel’s Northern Exposure. All in favor. Motion carried.
Motion wasmade by Loeffelholz and seconded by Walters to approve a Class B Beer &Liquor License for J’s Bar and Grill. All in favor. Motion carried.
Motion wasmade by Brown and seconded by Richards to approve a Class A Beer License forFriendly Place. All in favor. Motion carried. Loeffelholz abstained.
Motion was made by France and seconded byBrown to approve a Tobacco License for Friendly Place. All in favor. Motion carried. Loeffelholzabstained.
Motion wasmade by Gluege and seconded by Loeffelholz to approve a Tobacco License for J’sBar & Grill. All in favor. Motion carried.

Motion wasmade by Brown and seconded by Gluege to approve operators licenses for ScottWells, Eldon Warne, Rachel Graber, Bob Downs, Nick Johannesen, Cindy Blum,Terry Blum, Jennifer Klaas, Renee Eisele, Mark Myers, Alfred Schroeder andMichelle Griffiths. All in Favor. Motioncarried.

PRESIDENT REPORT
MAINTENANCE
Brown made a motion to accept the Seal coating of streetswill be done June 12, 2013. The streetswill be S. Clifton to dead end, Barber Street by Village office to Hwy 80 andWoodward Ave to county Highway E for approximate price is 12,000.00 from ScottConstruction. Richards seconded. All in favor. Motion carried.
Gary flushed hydrants (57) on May 24, 2013. He will beadding another hydrant yet this year (that would make the village total of 58hydrants) and that cost would be around $1200.00 to install.
Gary has been in contact with the Jinkins and he is stillflushing on Clifton Street with the automatic flusher. Discussion was had onputting in a permanent flusher which would cost roughly overall $4000.00.
Collins and Hying did cross connection inspection andtraining. Gary can now do checks.
The kids from Iowa-Grant School came and helped spread mulchat both Memorial and Bell Parks on their last day of school for about an hour.The last Christmas Wreath arrived and is in good condition so the remainder ofthat bill will be paid. A groug fromCummins volunteered their time and did some painting for the village. We will send out a thank you card.
