VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

TUESDAY –MARCH 12, 2013

HELD AT VILLAGE HALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

Meeting called to order at 7:00pm by President Tom Brown.

Those in attendance: Brown- Yes, Gluege-Yes, Walter - Yes, Loeffelholz –Yes,

Richards- Yes, France- yes and Haas- Yes. Also present Gary Stuckey and Clerk

Christianson. Arriving at approximately 7:30pm was Steve Jones.

Clerk Christianson verified the agenda was posted at the Village Post Office, Village

Message Board and Village Office on 3/07/13. Board member packets were delivered to

all members on 3/7/2013.

Motion made by Loeffelholz to approve FebruaryMinutes. France seconded. All in

favor. Motion carried.

ASSESSOR/ZONING REPORT

Ric was not present.

LIBRARY BOARD

Betty was not present. Christina stated that the carpets were cleaned on March 1, 2013 in the library and meeting room for office. There wasn’t a library board meeting for March.

OLD BUSINESS

Discussion was had regarding Florence Street and repairing the water main. There have been no problems with it lately and Gary has been flushing it every month or more. If we don’t replace the water main it was suggested that we should replace the fire hydrant by Bob Pierce house which would run approximately $4000.00 and possibly install one fire hydrant by Ken Leys house. Gary will have more solid numbers at the next meeting on costs associated with this.

POLICE REPORT

Steve Jones gave a brief report. He has been issuing a few parking tickets and speeding tickets. Has some unregistered vehicles listed and will work on getting letters sent to those.

TREE REPORT

Mary Ann Gray dropped off a small report on the Tree Committee for Christina to read to the board. The Tree Committee met on Monday, March 4, 2013 and discussed different activities they could do for Arbor Day. Joanne Marshall is going to continue contacting some villages to see if they could order trees together to keep cost down.

NEW BUSINESS

Tom Tonkin was on the agenda but not present at meeting. Tom stopped in at 4pm on March 12th and stated he would not be at the meeting but told Christina about issues he was having with his driveway and not being able to park in it.

TREASURER REPORT

Motion made by Haas to approve February’s Treasurer’s report. Loeffelholz seconded.

All in favor. Motion carried.

Motion was made by Haas to approve clerk to transfer money between bank accounts.

Loeffelholz seconded. All in favor. Motion carried.

Motion by Brown to approve bills presented for Board of Commissions Sewer Loan in

the amount of $28,386.22 and to pay Dave Friesen for his computer work with the

Village. Gluege seconded. All in favor. Motion carried.

PRESIDENT REPORT

It was decided that Board member, Ryan Walter, will draw up some plans for fixing up

the Village office and have it available at the April Board meeting. We will then have a

better idea of what it will cost and what needs to be done.

Haas made a motion to donate to the Park Preservation fund $2000.00. This is to be used

to purchase a climbing unit for Memorial Park to replace the net that was taken down

earlier this past fall. Richards seconded. All in favor. Motion carried.

DELTA 3 ENGINEERING REPORT-BART NEIS

Bart was not present but spoke with Christina and stated that we are still waiting to hear

if our grant will be approved from the State for road work on County Road E this summer.

MAINTENANCE

Gary gave a report on some issues that happened this past month. The back window was replaced in the tractor and Collision Specialist assisted. Gary has some old lab  equipment and wear he will be looking at selling. We will invoice this out when it happens and money will be put in the appropriate account(s). Gary attended the yearly meeting for Diggers Hotline. Gary, Clem and Steve will be attending J & R open house in Dubuque. The week of March 18th Gary will be attending the Annual Wisconsin Rural Water Association Conference in Green Bay. Gary gets certification points for attending this. Bill Hamilton trimmed a tree by Deanna Brennum and Stephanie Anderson’s house that was split and ready to fall. Gary would also like to see 3 trees removed this spring that were suggested by Bluestem Forestry Consultants last spring 2012. The street sweeper was repaired as the water pump went out. Gary finished the CCR report and letters were mailed out to all residents on March 7, 2013. Gary will try to sell the old panel Fire truck as it serves no purpose to the Village and the fire department does not want it. Any proceeds will go to Bell Park Preservation Fund.

Motion by Brown to go into closed session at 8pm regarding outstanding water bills.

France seconded all in favor. Motion carried.

France made a motion to go back into open session at 8:30. Gluege seconded. All in

favor. Motion carried.

Motion by France to adjourn at 8:40 pm. Loeffelholz seconded. All in favor. Motion

carried.

Next village board meeting will on Tuesday, April 9, 2013 at 7pm.
