VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

TUESDAY –FEBRUARY 12, 2013

HELD AT VILLAGEHALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7:00pm by President Tom Brown.          

 

Those in attendance: Brown- Yes, Gluege- Absent, Walter - Yes,Loeffelholz –Yes, Richards- Yes, France- yes and Haas- Yes.  Also present were Pastor Greg Marsh, BettySchambow, Mary Ann Gray, Carol Andrew, Tim Loeffelholz, Patrick Loeffelholz,Bart Neis, Charles Hrubes arrived at approximately 7:10pm.

Clerk Christianson verified the agenda was posted at theVillage Post Office, Village Message Board and Village Office on 2/07/13. Boardmember packets were delivered to all members on 2/7/2013.

Motion made by Loeffelholz to approve January Minutes withthe correction made to assessor report-it says Bart and should say Ric.  France seconded.  All in favor. Motion carried.

 

ASSESSOR/ZONINGREPORT

Ric was not present. 

 

LIBRARY BOARD

Betty gave a brief report on the Library.  They just had their monthly meeting today andshe stated that they received a gift/donation from Robert Graber in the amountof $10,000.00.  Betty also thanked theboard for their continued support.  Bettyis working on the annual report for the DPI. Discussion of possibly purchasing a screen and overhead projector forthe library with the donation money. 

 

OLD BUSINESS

Brown made a motion to pay $89,000.00 on the Water Accountloan number 90253 at Livingston state bank and $7000.00 in water and $7000.00in the sewer accounts at the LGIP fund with the monies the Village receivedback in November from the safe water drinking fund program.  Richards seconded.  All in favor. Motion carried.

Brown indicated he will fix the Village main entrance dooras it is getting worse and does not close all the way.

 

POLICE REPORT

None

 

TREE REPORT

Carol Andrew gave a report on what was happening with theTree board.  She discussed the treeplacement in the spring and where they would like to see some trees.  She also said they are open for suggestions. 

 

NEW BUSINESS

Brown made a motion to give Double M Cattle Company (Mattand Michael Mueller), a $200.00 gift of money and $50.00 gift certificate fromRebels for the Villages use of their fire pit. Haas seconded.  All in favor. Motion carried.

 

TREASURER REPORT

Motion made by Loeffelholz to approve Januarys Treasurer’sreport. France seconded. All in favor. Motion carried.

Motion was made by Loeffelholz to approve clerk to transfermoney between bank accounts. Haas seconded. All in favor.  Motion carried.

Motion by Brown to approve bills presented for BaerInsurance in the amount of $ 3468.00 and Utility Service Co. in the amount of$8197.59.  France  seconded. All in favor.  Motion carried.

 

PRESIDENT REPORT

Brown discussed actions that need to be taken to improve theVillage Office.  Bart will look into whatneeds to be done with Municipal code, since municipal buildings are differentfrom commercial businesses. Board discussed some options of layout and whatshould be looked at.

 

DELTA 3ENGINEERING REPORT-BART NEIS

Bart gave an update of County E.  We still are waiting to hear if our grantwill be approved.  Bart stated itnormally does not take this long and we should’ve heard back by now.  It normally only takes 6-8 weeks to get adecision from the State.  Bart alsostated if we need to ask for an extension on the grant because of waiting fortheir decision he will do just that.  Wemay not have enough time to get everything pulled together to finish theproject in time if we don’t hear soon.

Richards made a motion to temporally adjourn the regularboard meeting at 7:10pm.  Franceseconded.  All in favor.  Motion carried.

Brown made a motion to open up regular board meeting at7:45pm.  Loeffelholz seconded.  All in favor. Motion carried.

Richards made the motion to accept resolution #2013-5C forsidewalk assessment to landowners for Highway 80 project.  France seconded.  All in favor. Motion carried.

 

CLERKS REPORT

Christina gave a short report regarding purchasing a usedvoting machine from Command central. They have used models just like the one we have for $2150.00.  That comes with a one year warranty and thepaper machine as well.  We may put in thebudget if available next year some money to set aside for the next 2-3 years sowe have one more machine by the next presidential election as it was extremelybusy this past election and another machine would have been very helpful.

 

MAINTENANCE

Brown gave a short report for Gary in his absence.  The Jinkins property has not had any problemslately.  Gary has been flushing it regularly and used different flushing size hose. Gary received a rough estimatein the amount of $30,000.00 to fix the water main from Watson to S. Parkstreet.  Gary will give a report next month and the board will look at it more closely then.  Temple Display will fix the one damagedChristmas light when they start up their production again in the earlyfall.  We will pay the remainder bill of$600.00 at that time when it is repaired. 

France made a motion to go into closed session for thediscussion of park and recreation issues. Walter seconded.  All infavor.  Motion carried.

France made a motion to go into open session.  Brown seconded.  All in favor. Motion carried.

 

Motion by Haas to adjourn at 8:15 pm. Loeffelholz seconded.  All in favor. Motion carried.

 

Next village board meeting will on Tuesday, March 12, 2013 at7pm.
