VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING MINUTES

TUESDAY –JANUARY 8, 2013

HELD AT VILLAGEHALL-220 W. BARBER AVE, LIVINGSTON, WI 53554

 

Meeting called to order at 7:00pm by President Tom Brown.          

 

Those in attendance: Brown- Yes, Gluege- Yes, Walter - Yes, Loeffelholz–Yes, Richards- Yes, France- yes and Haas- absent.  Also present were Pastor Greg Marsh, GaryStuckey and Marcella Danti. Ron Haas arrived at approximately 7:10pm.

Clerk Christianson verified the agenda was posted at theVillage Post Office, Village Message Board and Village Office on 1/03/13. Boardmember packets were delivered to all members on 1/3/2013.

Motion made by Gluege to approve December Minutes.  Loeffelholz seconded.  All in favor. Motion carried.

 

Delta 3Engineering-Bart Nies

Brown made a motion that theVillage Board endorses the Fair Housing of the Law and Fair Housing of theVillage Act.  Loeffelholz seconded.  All in favor. Motion carried.

 

ASSESSOR/ZONINGREPORT

Bart was not present. Brown asked Christina to check into whether a permit is needed or notfor a resident who asked about updating/switching out the electrical system intheir residence.  Christina will contactRic and then contact the home owner with the results.

 

LIBRARY BOARD

No board meeting in December due to the Holidays.  We will have a board meeting on January 15,2013 at 2pm.

 

OLD BUSINESS

Brown made a motion to pay $89,000.00 on the Water Accountloan number 90253 at Livingston state bank and $7000.00 in water and $7000.00in the sewer accounts at the LGIP fund with the monies the Village receivedback in November from the safe water drinking fund program.  Richards seconded.  All in favor. Motion carried.

Brown indicated he will fix the Village main entrance dooras it is getting worse and does not close all the way.

 

POLICE REPORT

None

 

TREE REPORT

Marcella Danti was present to give a report.  There was a tree meeting on January 7, 2013and discussion was had regarding some additions to the ordinances that the treecommittee would like to see.  Marcellaalso discussed the tree placement in the spring and will get Gary the drawingof where they would like to see some trees. It would be nice to see a policy inplace for every tree removed one should be planted.  Discussion was also had regarding promotingthe area and what can be done to generate some money.

 

 

NEW BUSINESS

Tim Loeffelholz has been keeping an eye out for usedplayground equipment that the Village can purchase for Bell Park and orBaseball Park by old school. 

 

TREASURER REPORT

Motion made by Loeffelholz to approve December Treasurer’sreport. Gluege seconded. All in favor. Motion carried.

Motion was made by Loeffelholz to approve clerk to transfermoney between bank accounts. France seconded. All in favor.  Motion carried.

Motion by Haas to approve bill presented for Temple Display inthe amount of $7481.03. Loeffelholz seconded. All in favor.  Motion carried.

Motion by France to approve bills presented for JIconstruction in the amount of 5025.00, Delta 3 in the amount of $8372.00 andState of WI DOT in the amount of $2022.51. Gluege seconded.  All in favor.Motion carried.

 

PRESIDENT REPORT

Brown indicated we are having a few issues with residentparking.  We will keep an eye on this aswell.  Resident had a concern regardinghis sewer line and whether or not it is the village’s responsibility ortheirs.  Brown indicated he will lookinto it and believes it is the residents issue in either a broken pipe or treeroot. 

 

CLERKS REPORT

We hope to hear by mid February or early March regarding theGrant approval for the CDBG grant that was applied for.  This is for the work on County Highway E tobe done this summer. 

 

MAINTENANCE

Haas made a motion to replace the two blowers at the sewerplant.  France seconded.  All in favor. Motion carried.  Gary indicatedthat he did get a quote for $5000.00 to replace the blowers. Gary alsodiscussed that he and Brown met with DNR regarding the drainage ditch.  We will have it mechanically cleaned in thefuture.  The Jinkins property was also discussed.  Gary will flush the line out regularly andthe village will look at looping the system in the future if County E HwyImprovements get approved. There is iron, not iron bacteria in the line. 

 

Motion by France to adjourn at 8:10 pm. France seconded.  All in favor. Motion carried.

 

Next village board meeting will on Tuesday, February 12,2013 at 7pm.
