VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING

TUESDAY – MAY 8, 2012

 

President Brown called meeting to order at 7:00 PM.

 

Those in attendance: Brown- Yes, Gluege-Yes, Walter - Yes, France -Yes, Loeffelholz –Yes. Absent- Richards,Absent-Haas.  Also present wereGary Stuckey, Marcella Danti, and Greg Marsh. 

 

Clerk Christianson verified the agenda was posted at theVillage Post Office, Village Message Board and Village Office on 5/04/12. Boardmember packets were delivered to all members on 5/04/2012.

 

Motion made by Loeffelholz to approve April Minutes with acorrection to page 2, under Citizen Concerns where it states Ron will stop in,it should read Rod will stop in (see highlighted attachment) Gluegeseconded.  All in favor.  Motion carried.

 

Tree Report

Marcella Danti gave a presentation to the board on the valueof trees.  She thanked the boardfor their time and for letting her speak. 

Library Report  

Christina Christianson gave the board an update on libraryhappenings.  Spring story time isgoing well with approximately 5-9 kids attending.  Supper hours will state the middle of May.  Summer program will be Dream Big-READand will be done with some help from Cobb Librarian.  The Home Economics #2 had annual Tea party on May 3rdwith great turnout.  The nextlibrary meeting will be May 15, 2012 at 2pm.  France made the motion to approve Lois Carlson to a 3 yearterm for Library Board.  Gluegeseconded.  All in favor.  Motion carried.

Motion made by France to approvetreasurer report from April 2012. Loeffelholz seconded.  Allin favor.  Motion carried.

Motion made by Loeffelholz forClerk Christianson to transfer money between accounts for the Village.  Walter seconded.  All in favor.  Motion carried.

Motion made by France to approvebill from Utility Service Co. in the amount of $8197.59.  Gluege seconded.  All in favor.  Motion carried.

June 12th monthly boardmeeting will be held at the Village hall. We will tentatively plan on holding July meeting at sewer plant.

Motion by France to approve ClerkChristianson to attend school at the UWGB Academy on July 8 through July 13,2012.  The Village will pay forhotel and school.  Loeffelholzseconded.  All in favor.  Motion carried.

New Business

            LCICFestival update by Heather McLean. Next meeting will be May 15, 2012 at 6pm andthey plan on having meetings every Tuesday at 6pm until the time of thefestival. 

They hope to have posters up soon and have contacted a lotof sponsors for donations to the fireworks and to the festival in general.France asked to receive information so she can update the Village website.  Walter made a motion to issue a Picniclicenses to the LCIC and the Livingston Festival for the weekend of June 23rdand 24th, 2012. Loeffelholz seconded.  Allin favor.  Motion carried.

            Garywill see to it that the young adults who want to volunteer their time throughthe Iowa-Grant school with Mr. Johannesen’s help will be put to good use.  Possibly laying of mulch and wipingdown tables will be among some of the odd jobs.

            Hwy80 sidewalk assessment public hearing went well and a resolution waspassed.  Bart will give update nextmonth.  Our water main issue willstart work this Friday or Next Monday.  

Maintenance Report

Gary received prices from CrackFilling Service and what needs to be done for late summer/early fall thisyear.  We are looking at FranklinStreet, Florence Street and the far West end of Barber Ave. They were the onlyone to put a bid out.  Loeffelholzmade a motion to approve the Bid from Crack filling service for $7827.00.  France seconded.  All in favor.  Motion carried.

We received a bid from Tom Esserfor a new generator to run all lift stations in town.  The bid is for $5746.00.  Loeffelholz made a motion to approve the bid from Tom Esserand for the payment to come out of the sewer budget.  Walter seconded. All in favor.  Motioncarried.

Hydrants were flushed on April 26,2012. 

Gary will be sludge hauling thisThursday the 10th.  Thevillages parks will be open tomorrow, the 9th  of May. Bathrooms will be locked at 10pm as ordinance states the parks are openuntil 10pm.

Gary stated that Johannesen’s willbe putting up plants around town and he will water them. 

Gary wanted to remind everyone ofthe tabletop seminar on the 17th of May from 4-7pm.  May 11th they are planningon pouring sidewalk and finishing any landscaping at the ball park. 

Gary stated the spring clean up waswell attended.

Discussion was had over the Lionsclub and the ball park concession stand on to whether or not a real grill topshould be inside the building versus a roll away grill that stays outside. 

Old Business

Loeffelholz made a motion for ClerkChristianson to start the paperwork and make TIF district #2 a distressedTIF.  France seconded.  All in favor.  Motion carried.

Discussion was had regarding thesignage at the Bell Park.  TheVillage would like to put something up him on the shelter like there is atMemorial park.  Gary will look intothis further.

 

Gluege made a motion to adjourn at 8:20 pm. Walter seconded.All in favor. Motion carried.

 

Next meeting will be on Tuesday, June 12, 2012 at 7pm.
