VILLAGE OF LIVINGSTON

REGULAR BOARD MEETING

TUESDAY, MARCH 13, 2012

 

President Brown called meeting to order at 7:00 PM.

 

Those in attendance: Brown- Yes, Gluege-Yes, Richards- Yes, France -Yes, Loeffelholz -Yes and Warne- Yes, Haas-Yes.  Also present were Gary Stuckey and Greg Marsh.

 

Clerk Christianson verified the agenda was posted at theVillage Post Office, Village Message Board and Village Office on 3/09/12. Boardmember packets were delivered to all members on 3/09/2012.

 

Motion made by Loeffelholz to approve February Minutes.  France seconded.  All in favor.  Motion carried.

 

Library Report  

Betty was not present.  Christina stated that she did attendthe Library Board meeting on February 21, 2012.  Discussion was had regarding moving the polling place fromthe library back to the firehouse where it had been in the past.  Christina will talk with the clerk fromTown of Clifton to see what safety issues there are with set up prior toelection and work on changing the polling place. Toddler time will be onWednesdays starting April 4, 2012 to May 16, 2012 from 10 to 10:45 am.  There will not be a meeting in Marchfor the library board

Police Report

Steve was not present however Christinapresented a resolution for turning over unpaid parking tickets to the State ofWisconsin Traffic Violation and Registration Program that was accepted at lastmonth’s meeting.  It is a separateaccount for suspended licenses to be paid for as the Village has to pay a $5.00fee to the state to suspend one’s licenses who has unpaid parking tickets andhas been notified on two different occasions by the Village of the unpaidparking tickets.  We will do thiswith all unpaid parking tickets. Warne made a motion to approve the resolutionnumbered 2012-100A.  Gluegeseconded.  All in favor.  Motion carried.

 

Tree Committee

Gary reported that he met andwalked around with Kelly from Blue Stem Forestry for a few hours regardingcreating a list for what trees that needs to be taken out and or trimmed.  Gary is waiting to get the list backfrom her which could be a couple months.

 

Citizens Concerns

Greg Marsh discussed his concernswith the driveway caving in and wondered who’s responsible for fixing it.  He was unsure and since they will bereplacing the driveway this year he wanted to figure it out.  Tom will look at it and get back tohim.

 

Clerks Report/Treasurers Report

Motion made by Haas to approvetreasurer report from February 2012.  Gluege seconded. All in favor, motion carried.

Motion made by Haas for ClerkChristianson to transfer money between accounts for the Village.  Warne seconded.  All in favor, motion carried.

Christina submitted membership forthe Village to the Municipal Treasurer Association and the Municipal ClerksAssociation.  The memberships werenever renewed and now are up to date. These are great resources for the clerk to use and have available.  The Village is now able to askquestions of others who are members within the State of Wisconsin on an allemailing clerk list as well.  Warnemade a motion to approve Christina to attend the Municipal Treasurers springconference on April 26 and 27, 2012 in Waukesha, WI.  Loeffelholz seconded. All in favor.  Motioncarried. 

Christina submitted to the board aresolution (2012-01A) for changing of meeting date for approval.

Gluege made a motion to approve Resolution number2012-01A.  Haas seconded.  All in favor.  Motion carried.

Christina discussed Tom Thompsonand his questions regarding selling of his business (Jake Daddy’s) on mainstreet.  He wanted to know if hecan make the building into an apartment and rent it out.  Brown stated that since it was in a TIFdistrict it needs to be referred to Village Attorney.  Christina will contact Todd Infield and report back nextmonth

Christina attended a FEMA seminaron February 29, 2012.  There aremaps and information that is being updated.  Brown will meet up with Christina and Gary one day beforethe end of March to discuss and report on since the paperwork needs to beturned in to Grant County by the 31st of March.

 

Presidents Report

Brown made a motion to have ClerkChristianson attend the 3rd Annual League of WisconsinMunicipalities Mutual Insurance policyholder conference on April 19 and 20,2012 in Wisconsin Dells.  Haasseconded.  All in favor.  Motion carried.  This is a free conference put on by theinsurance company.

 

New Business

Discussion regarding the drivewayin front of the Fire station was had. Brown stated that the bid was outdated we had gotten last year and willneed a new estimate.  Brown alsostated that he will go to the meeting tomorrow night for Town of Clifton sincethe expense of the new driveway will be shared with them.  Loeffelholz made a motion to table ituntil next month.  Franceseconded.  All in favor.  Motion carried.

 

Maintenance Report

Status of Ball ParkRestroom/Concession stand; Plumbing is all done and pressure has been testedand all is ok. Gary will be calling Dennis Hampton to inspect the building beforethe state is called to inspect. Gary stated that he talked with Tom Esser and he has donated a day ofservice for he and one worker.  Theboard thanks Tom for his generous donation.   Gary has talkedwith Steve Barth and the lions club decided that they want to keep grillingoutside.  Some board members werequestioning as to why and that it may be nice to have a gas grill inside forother times. 

Clem will be on vacation from March17th to the 27th 2012. 

All streets have been swept andwill be swept again at a later time.

Gary attended a Utility Servicesseminar and learned of the trade “Ice Pigging” which we may begin to use hereto clean out the pipes. 

Gary will be attending the WaterAssociation yearly conference in Green Bay on March 28 to the 30th2012.

Brown donated a washer and dryer tothe sewer plant since Gary and Clem will be in charge of laundering their ownuniforms from Aramark.             

 

Old Business

There was a public hearing earlierin the evening regarding the Well Head Ordinance.  The board discussed with Gary that one concern came in fromTerry Schaefer who works on the farm in the area and discussed some issues withhim and has talked to the DNR of what needs to be done.  Dumping of chemicals or using too manypesticides could hurt the groundwater in that area and does not see issues withany of the guidelines.  Haas made amotion to accept ordinance number 2012-02B for a Well Head Ordinance.  Gluege seconded.  All in favor.  Motion carried.

Brown stated that the Village truckwill not be replaced at this time as we only have $10,000.00 in the budget andwill wait until next year to put money in budget for possibly a new truckinstead of buying used.

 

 

Warne made a motion to go into closed session at7:50pm.  Gluege seconded.  All in favor.  Motion carried.

Richards made a motion to go back into open session at 8:02pm.  Haas seconded.  All in favor.  Motion carried.

Brown made a motion to adjourn at 8:03 pm. Gluege seconded.All in favor. Motion carried.

 

 

Next meeting will be on Tuesday, April 10, 2012 at 7pm.
