Regular Board Meeting
Monday, August 1, 2011
Meeting called to order at 7:15 p.m.
Trustee France will record minutes in absence of clerk. Roll call was taken. Brown – yes, Haas – yes, Gluege – yes, France – yes, Loeffelholz – yes, Richards – yes, and Warne – yes. Also present were Gary Stuckey, and Ric Riniker.
Verified that the agenda was posted at the Village Post Office, Village Message Board and Village Office on July 29, 2011.
Motion was made by Haas to approve the Minutes from July. Loeffelholz seconded the motion. All Aye. Motion carried.
In reviewing the Treasurer’s Report, a Motion was made by France to approve the Treasurer’s Report. Haas seconded the motion. All Aye. Motion carried.
Bills
Various bills that await payment as follows:
Motion was made by Loeffelholz to pay Utility Service Co., Inc. - $32,790.27 (water tower work).
Gluege seconded the motion. All Aye. Motion carried.
Motion was made by Haas to approve bills from Delta 3 for $85.00 and J & R Supply for $208.00. Loeffelholz seconded the motion. All Aye. Motion carried.

Ric Riniker Report
Ric Riniker present to advise board that the land Eric Schmitz was initially going to purchase had fell through. He now needs a variance so he can start construction relatively soon. Riniker asked board about free meeting which is normally held in the fall. Board agreed to have a free zoning meeting at the end of August. Board advised Riniker with the absence of the clerk, he will have to help with the advertisement of this meeting for the paper/public. Riniker expressed his concerns with the ongoing
absence of a village clerk. The board has some of the same concerns and are doing everything they can to replace the clerk as soon as possible.

Bart Nies – Delta 3 Engineering Report
Nies appeared regarding the Highway 80 project. S MN agreement from the state had dropped the price of the sidewalk along Highway 80 from $4000.00 to $3200.00. Discussion was made in regards to the five manhole covers that would possibly need adjusting due to the new grade around each one. State will charge approx. $250 per manhole to make grade adjustments. Delta 3 and Village maintenance Gary Stuckey, can do the work with no additional cost to the village. Motion was made by France to do the grade adjustments ourselves and save the approx. cost of $1250.00. Loeffelholz seconded the motion. All Aye. Motion carried.
Nies provided an estimate from Esser Electric for a transfer switch (200 amp, 600 volt) and generator receptacle for the Sewer lift station. Cost would be $2500.00. Motion was made by Haas, seconded by Loeffelholz to approve this project. All aye. Motion carried. Nies will contact Esser Electrical to have work completed.
Citizens Concerns
Resident was present to complain about the $175.00 fine he was issued for his dog running lose. Resident was advised that numerous complaints have been received for the past few months. Officer Jones had contacted resident in regards to these complaints. Resident said he has not been contacted for several months and that his family was not home, neither was the dog, on the date that was on the ticket. They were out of town on vacation. Resident has purchased an underground electric fence to have installed within a week. Resident claims there is another dog that looks like his that is causing most of the problems, but his dog is getting blamed for it. Board told Resident if he installed the fence, the board would consider dropping the ticket. Trustee Warne had strong concerns for dropping the ticket. Ticket was deserved with all the complaints and resident could not prove owner or whereabouts of this other dog running lose. Warne stated it was not fair to other residents when a ticket is issued. Board will discuss with Officer Jones. Board advised resident to install fence and then we can monitor the situation to see if there is indeed another dog.
Trustee France brought up resident concerns in regards to the recent Meth lab drug bust in our village. Residents were interested in what the village would be doing to educate the residents on what to look for with the possibility of additional Meth labs. Board advises public to contact Grant Co. Drug Force agency to get specific details on what to do.
Old Business – Ball Park
Concrete as been poured. Trusses have been delivered but with the hot weather conditions, building has been stalled.
New Business
Livingston-Clifton Firehouse Addition
Trees have been removed. Storage shed has been relocated. Construction is on schedule and should start within the next week.
Health Insurance
Health insurance update was given to Board by Stuckey. Two estimates were available, one more to come. Brown made the motion to accept the lowest of the three bids for Dean health insurance plan. Loeffelholz seconded the motion. All aye. Motion carried.
Montfort Rescue Squad
Montfort Rescue Squad is requesting MABAS aid (Mutual Aid Box Alarm System) from our community. This is an agreement mandated by the State of Wisconsin for communities to have a pre-plan when responding to emergencies. Loeffelholz made the motion to sign agreement. Haas seconded the motion. All Aye. Motion carried. President Brown signed the agreement.
SURS agreement for Grant Co.
Motion was made by Loeffelholz, seconded by Richards to approve a two-year commitment to SURS for Grant co. at a cost of $400 yearly payment. All Aye. Motion carried.
Reports
Maintenance
Gary Stuckey reported that they have been busy trimming trees within the village. Painting parking lines as well. Stuckey is working on a solution for the fall sludge issue. He has been contacting area farmers, who seem interested. He will update board at next meeting. New water meters are all installed. The problems with water bills and some residents being over charged has diminished significantly, which should only improve now that we are working from one system.
Insurance payment was made to the landowner for the death of two bulls on the land where the village dumps their brush. The bulls had indigested trimmings from a Japanese Yew bush which causes death within 24 hours to the animal. Each month, after all brush is picked up, village will burn the brush to ensure this does not happen again. Also, the landowner has agreed to let the village put a lock on the gate so no one else can dump brush in that area.
Stuckey brought up the idea replacing some of the stop signs now since there is money budgeted. By law, all stop signs have to be upgraded to reflective by the year 2015. Stuckey wants to slowly replace them each year to complete the upgrade by deadline. Board advised him to go ahead and get it started.

Motion was made by Richards to go into closed session at 8:40 p.m. Gluege seconded the motion. All I. Motion carried. Motion was made by Gluege to go back into regular session at 9:15 p.m. Warne seconded the motion. All Aye. Motion carried.
Motion was made by Gluege to adjourn at 9:20 p.m. Richards seconded the motion. All Aye. Motion carried.
Next meeting is scheduled for Tuesday, September 6, 2011, at 7:00 p.m.
