VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING
MONDAY, JUNE 6TH, 2011
Meeting called to order at 7:00 PM.
In the absence of Village Clerk, Trustee France took roll call and will record minutes. Brown Yes, Haas Yes, Gluege Yes, Richards Yes, France Yes, Loeffelholz Yes and Warne Yes. Also present were Gary Stuckey, Betty Schambow, and Ric Riniker.
Trustee France verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 06/3/11.
Motion was made by Gluege to approve minutes from May. Haas seconded motion. All I. Motion carried. Motion was made by Haas to approve treasurer report. Seconded by Warne. All I. Motion carried.
Bart Nies from Delta 3 Engineering was present. The final landscaping work has been done at the new well. Motion was made by Gluege to pay final payment to Gehrmann Construction. Warne Seconded motion. All I. Motion carried.
Hwy 80 sidewalk project has been approved. Village is required to pay 20% of the cost. Assessment letters need to be sent to those four residence’s from the corner of Barber St. to Woodward Ave.
State is asking for $20,000 each for crosswalk signs on Hwy 80. Board will find other alternatives for signage. To try to ensure safety on this crosswalk, comment was made on trying to lower speed limit through town to 25 mph. Discussion continued if village would handle their own manhole covers if new adjustment rings are needed, or should state contract it out. Board felt since it only involves two manhole covers, the village maintenance crew will handle the work. Board approved the draft of Hwy 80 improvements. Final draft will be sent from the state.

Variance was approved for the new fire station addition. Will re-zone property to Public P1/Semi Public District. Motion was made by Gluege. Seconded by Loeffelholz. All I. Motion carried.
Police Report
Not present
Tree Committee
Karen Slack reported that 7 trees have been purchased and will be planted around town. They are ornamental trees. Two will be placed across from bank, in front of the village office and the rest will be planted in the parks. Flowers will be planted on the corner of
Woodward Ave. and Center St. along the side of J’s Bar and Grill. Board thanked the Tree committee for their contribution.
Library Report
Betty reported the Summer Library Program starts soon. Each week will host a different event. It has been advertised out at the school and among the community. Jean Slack and Lois Carlson will be appointed to a three year term on the Library board. Motion was made by Gluege. Seconded by Haas. All I. Motion carried.
Citizens Concerns
Still receiving complaints of Pettit’s dog. Will contact Officer Jones to see if fines have been issued. Residence on Grove street has been vacated and they have left behind a substantial amount of tires and other unsightly debris on the property. Which could become a health/safety hazard. Owner of residence will be notified that the property needs to be cleaned up. Officer Jones will also talk to home owner.

Old Business
Trustee Richards commented that the work on the new bathroom/concession building for the Sports Park will start this week. Once the ground work is done, they can set poles and pour concrete. Unfortunately, it will not be complete in time for the village festival. Money was received from the Biddick Foundation to put towards this new building. Board is grateful to the Biddick Foundation for this gift.

Motion was made by Haas and seconded by France to approve a Class B Beer & Liquor License for Alley Oops. All I. Motion carried. Motion was made by Warne and seconded by Loeffelholz to approve a Class B Beer & Liquor License for Rebel’s Northern Exposure. All I. Motion carried. Motion was made by Loeffelholz and seconded by Richards to approve a Class B Beer & Liquor License for J’s Bar and Grill. All I. Motion carried. Motion was made by Loeffelholz and seconded by France to approve a Class B Beer & Class C wine license for Jake Daddy’s. All I. Motion carried. Motion was made by Haas and seconded by Warne to approve a Class A Beer License for Friendly Place. All I. Motion carried. Loeffelholz abstained. Motion was made by Brown and seconded by Haas to approve a Tobacco License for Friendly Place. All I. Motion carried. Loeffelholz abstained. Motion was made by Warne and seconded by Loeffelholz to approve a Tobacco License for Jake Daddy’s. All I. Motion carried. Motion was made by Richards and seconded by France to approve a Tobacco License for J’s Bar & Grill. All I. Motion carried. Motion was made by Warne and seconded by France to approve a Tobacco License for Rebel’s Northern Exposure. All I. Motion carried. Motion was made by Richards and seconded by Warne to approve a Tobacco License for Alley Oops All I. Motion carried.
Motion was made by Haas and seconded by Gluege to approve operators license’s for Scott Wells, Eldon Warne, Alfred Schroeder, Rachel Graber, Bob Downs, Ron Yeagers,
Michelle Meckley, Nick Johannesen, Jolene Washburn, Jolene Mitchell, Cindy Blum, Terry Blum, Jennifer Warne, Karissa Holstein, Renee Eisele, Dustin Heisz. All I. Motion carried.
Motion was made by Brown and seconded by France to approve license for Village Festival from June 24-26th. All I. Motion carried.
Motion was made by Haas and seconded by Gluege to approve the Grant County Population Changes. All I. Motion carried.
Motion was made by Loeffelholz and seconded by Richards to approve the Compliance Maintenance Resolution 2011-60. All I. Motion carried.
Motion was made by Brown and seconded by Warne to approve the Approval and Consideration for CMAR. All I. Motion carried.
Maintenance Report
Haas has requested a flag be put up at the village office. Stuckey contacted a company and gave the board some quotes. The board decided to just go to a local store and purchase what we needed for a substantial amount less. Flag will be placed on side of building.
Yield signs will be replaced with Stop signs at the Memorial Park and Bell Park to try and slow the traffic. Motion switches will be put in the bathrooms in the parks to save on energy. Reports of the bathroom lights are always on at night. New water fountain has been purchased for Memorial park to replace the one that was vandalized.
New siren on west end of town is up and working.
Stuckey presented to the board a bid from Scott Construction for Wedging and chipping of Florence and Jackson streets. Board advised Stuckey to get more bids and report back.
Stuckey reported we have less than 10 meters left to install for the new system. Board advised Stuckey to do whatever he had to do to get the last ones installed by the July board meeting.
Brown made a motion go into closed session at 8:50 pm. France seconded the motion.
Back into open session at 10:15 pm. Motion was made by Warne, Seconded by Haas to pay former Clerk Johnson the remaining of her sick and vacation days. All I. Motion carried.
Haas made the motion to adjourn at 10:15 pm. Gluege seconded the motion. All I. Motion carried.
Next meeting will be on TUESDAY, July 5th.
