VILLAGE OF LIVINGSTON
REGULAR BOARD MEETING
MONDAY, APRIL 4TH, 2011
Meeting called to order at 7:00 PM.
In the absence of Clerk Johnson, Trustee France took roll call and will record minutes. Brown Yes, Haas Yes, Gluege Yes, Richards Yes, France Yes, Loeffelholz Yes and Warne Yes. Also present were Gary Stuckey, Betty Schambow, Steve Jones and Ric Riniker.
Trustee France verified the agenda was posted at the Village Post Office, Village Message Board and Village Office on 04/01/11.
Discussion by board on costs of snow removal from J&I construction. Board will revisit costs. Discussion of unemployment payments being paid for former employee. Leoffelholz made the motion to approve payment of bills with corrections made and to approve Treasurer’s report. Warne seconded motion. Brown Yes, Haas Yes, Gluege Yes, Richards Yes, France Yes, Loeffelholz Yes and Warne Yes. Motion carried.
Haas made a motion to approve Delta 3 Engineering administration bills. France seconded the motion. All I. Motion carried.
Mike Olesen, consultant for the water tower was present to update us on the inspection results. The inspector and corporate office have approved to grind and scrape all paint runs, will clean, prime and repaint water tower to our satisfaction. Time schedule is within 45-60 days, approx. middle of May. Mr. Olesen apologized and assured us the job will be done correctly and to our satisfaction. Board clarified no payment will be made until new paint job is finished and board is satisfied with the end result.
Ric Riniker
Open Book will be on May 16th from 9:45 to 11:45 am. Board of Review is scheduled for May 19th from 5pm to 7pm. Request was made to start a chicken butchering operation within the village. This will not be approved due to zoning issues. Mrs. Schmitz was present to ask about the 20 ft alley behind her house, they would like a variance or a Quick Claim Deed issued so they can start building the addition onto their house. No gas lines, water lines, etc are running through this alley. Village President will call Attorney to obtain advice on Quick Claim Deed.
Police Report
Officer Jones reported eleven non-licensed vehicles parked within the village. Will be issuing notices to those owners to have vehicles removed or licensed. Several residences in town have tires piling up on their property. Notices will be sent to these property owners that they need to remove tires from property or a $175 fine will be issued due to potential health hazard. May 7th is village clean up day; tires will be accepted for a fee of $5 each. Officer Jones will advise property owners of this option to dispose of tires. After May 7th, the fine will be issued if tires are not removed.
Clerks Report
In the absence of Clerk Johnson, Shelley Bohl via message, conveyed to the board she is working on keeping bills paid, making weekly deposits and working on the CCR report. She will be working with Gary Stuckey on water bills and trying to streamline that process.
Library Report
Betty reported the library has been busy. Toddler story time will be from May 6-18th. Will be lots of activities. April 10-16 is National Library Week. Summer Library Program is being planned.
Tree Board
Proclamation for Arbor Day was presented to Village President Brown for signature. Marcella Danti read a statement to the board in regards to a rumor about the board wanting the tree committee to be dissolved due to budget restraints. The Village board assured Danti, no such thing was ever discussed or mentioned. The board values the work and commitment of the tree committee members. Board thanked Danti for coming to the board with this, instead of adding to the rumor.
Citizens Concerns
Received a letter from Rick Slack in regards to damage being done to his property over the winter due to snow plowing. Trustee France reported numerous complaints of a dog owned by Pettit’s on Florence Street running through the town. This dog was recently found on Grand street. Officer Jones has made contact with owners in the past in regards to this same issue. Officer Jones will revisit the owners.
Presidents Report
Health Insurance quotes were submitted. Board discussed options. President Brown will investigate insurance options.
Old Business
Obsolete employee handbook was given to trustees. Trustee France will try to obtain current handbook and re-distribute to board. The handbook will not be approved at this time.
New Business
Jim Orth asked board for permission to hold benefit for his late daughter in the Memorial park on June 4th. Orth was advised he would have to provide insurance for the sale of alcohol, purchase a picnic license and a time limit for the event would be required since the event is being held in a residential area. President Brown will consult with attorney in regards to liability and contact Orth.
Eric Johannsen told the board about 20-25 high school students will provide community service throughout the village on the morning of the last day of school. Which is June 9th. Any elderly resident of the village can have these students do light yard work, or help with anything that can be done from the ground level. Residents should sign up at the village office for work to be done by May 18th. Community service event will be posted on website, posted in village office, Library and Betty will announce in paper. Board thanked Johannsen for this community service.
Rebel from Northern Exposure approached board about having an outdoor festival again this year. Wanted to start advertising soon and needed to know if he needed to do anything different this year as far as permits etc.
Trustee Richards updated the board on the new bathroom structure for the Sports park. Fund raising was discussed. Donations of $500 or more would have their name on a plaque. Will consult with Steve Barth of the Lions Club in regards to what is needed for the Kitchen. LCIC will be contacted for fund raising ideas.
Maintenance Report
Fifty water meters yet to install. Need to contact owners to gain access. Lift station 4 now completed. New siren on west side of town will be installed soon. Will be flushing fire hydrants by the end of April. Need to notify radio stations on specific date.
Loeffelholz made a motion to go into closed session at 8:45 pm. Haas seconded the motion. All I. Motion carried.
Richards made a motion to come out of closed session at 9:20 pm. Gluege seconded the motion. All I. Motion carried. Loeffelholz made the motion to increase Shelly Bohl’s wages. France seconded the motion. All I. Motion carried. Increase effective immediately.
Gluege made a motion to adjourn at 9:21 pm. Haas seconded the motion. All I. Motion carried.
Next meeting will be on May 2.
